Trump Targets Foreign Technology in New U.S. Power Grid Security Order

Trump's Executive Order 14420 declares a national emergency to restrict foreign-made bulk-power grid equipment over cyber, sabotage and supply-chain risks.

Executive Order 14420, signed August 26, declares a national emergency regarding the foreign supply of bulk-power system electric equipment to the United States. It empowers the Energy Secretary to restrict transactions with designated Covered Foreign Entities involving equipment, software, firmware, digital services, maintenance services, and remote-access capabilities. Covered equipment includes transformers, generators, inverters, RTUs, PLCs, intelligent electronic devices, and protective relays, with transmission rated 69 kV or higher in scope while local distribution is excluded. Already-installed foreign equipment may be subject to identification, isolation, monitoring, or replacement requirements, with phased compliance and pre-qualified vendor exemptions permitted.

Luciferus Uncensored AI Service Lets Cybercriminals Generate RAT Malware

Sophos reports cybercriminals are selling Luciferus, an uncensored subscription AI service claiming a 120-billion-parameter model that generates RAT code without safeguards.

Sophos Counter Threat Unit observed a user named Optimus_Prime advertising the Luciferus uncensored AI service on August 24, claiming a proprietary 120-billion-parameter model offering unrestricted coding assistance, with tiers priced at $35, $55, and $75. The public website shows different pricing ($22 to $47.14), and Sophos speculates with low confidence the service may be based on Alibaba's Qwen rather than a truly proprietary model. Researchers documented the Junior tier generating a basic Python RAT with network communication and command-execution functionality, though the code was not tested. The service follows the commercialization trend of WormGPT and FraudGPT in cybercriminal ecosystems.

Conti Ransomware Hacker Sentenced After Group Attacked Over 1,000 Victims Worldwide

Ukrainian national Oleksii Lytvynenko sentenced to four years in US prison for his role in Conti ransomware attacks on 1,000+ victims.

Oleksii Oleksiyovych Lytvynenko, 44, pleaded guilty to conspiracy to commit wire fraud for working as a developer and intruder in the Conti ransomware operation, coding a malware loader and handling data stolen from 12 victims. Conti compromised over 1,000 victims across 47 US states and 31 foreign countries between 2020 and 2022, generating more than $150 million in ransoms. He was arrested in County Cork, Ireland in July 2023 and extradited to the US. The sentencing is part of a wider US investigation into the Conti and TrickBot ecosystem.

Extradited Russian Hacker Faces Charges Over Excel Malware Campaign That Infected Thousands

US DoJ charged extradited Russian Searzhudin Aktulaev for a 2016-2017 Excel macro campaign infecting ~80,000 freelance platform users with TVRAT and DarkVNC.

Searzhudin Tamirlanovich Aktulaev, 40, was arrested in Cyprus in May 2025 and extradited to the US on August 28, facing charges including wire fraud conspiracy and aggravated identity theft. The indictment alleges ~255 fake freelance-platform accounts were used to send Excel macro attachments to about 80,000 users in 2016-2017, deploying TVRAT (TeamSpy/TVSPY) and DarkVNC RATs for remote access and data theft. Thousands of infected machines called back to a US-hosted C2 domain, with stolen credentials and PII stored in the shared email account used in the scheme.

Rapid7's Q2 2026 Threat Landscape Report tallied 8,539 high- and critical-severity vulnerability disclosures, twice the number recorded in Q2 2025, with newly disclosed flaws having public proof-of-concept code up 76% year over year. Of newly exploited vulnerabilities, 62% were network-exploitable and required neither authentication nor user interaction. Fake CAPTCHA and ClickFix social engineering accounted for 31.8% of incident response cases, the United States recorded 881 listed ransomware victims, and APT28 exploited SOHO routers for DNS hijacking while Iranian groups targeted US industrial control and OT systems.
