Cyber Adversary Simulation (CyAS): scheme documents now available

NCSC published adversary simulation guidance and the first Cyber Adversary Simulation (CyAS) scheme documents ahead of the scheme's November 2026 launch.

The UK NCSC released guidance on adversary simulation engagements and the first CyAS scheme documents, including the Scheme Standard and the Working Practices Document. The capability-led scheme, developed with cyber oversight bodies, will formally launch in November 2026 and assess companies seeking NCSC-assured provider status. NCSC describes the current version as a minimum viable product to be refined with feedback from buyers and providers.

Water sector passes, government sector fails attempts to spot and halt simulated CISA attack

CISA red teamers compromised both a government and a water organization; water defenders detected and contained the simulated attack, government defenders did not.

CISA's red team gained initial access, elevated domain privileges, and lateral movement into sensitive business systems and cloud resources at an unnamed government organization, whose SOC ignored low- and medium-severity EDR alerts buried under thousands of false positives. A water organization's SOC quarantined phishing-compromised workstations within 2, 10, and 20 minutes, and later detected and isolated intrusions reaching the OT DMZ bastion host. Both organizations underestimated cloud risk, lacked Microsoft Conditional Access for workload identities, and had no process to revoke compromised access and refresh tokens. This is one of CISA's rare public red-team reports since 2023.

CISA's logging guidance works beyond government

CISA released its Logging Reference Architecture in August 2026 to help federal agencies meet OMB M-26-14 logging requirements, usable as a benchmark by critical infrastructure operators.

CISA's Logging Reference Architecture (LRA), released in August 2026, helps US federal civilian agencies satisfy logging requirements in OMB Memorandum M-26-14 and explicitly encourages critical infrastructure operators to use it as a benchmark. The framework is organized around continuous event monitoring and threat hunting, investigation, response, and forensics, with a federal baseline of six months searchable and one year retrievable logs. Agencies must submit Agency Logging Plans within 90 days and work toward Advanced maturity within 320 days; the guidance also treats AI outputs as derived data requiring human review and preserved metadata.
