Risky Bulletin: BEC campaign steals €35 million from French notaries

Hackers stole over €35 million from 500+ French notary offices in a four-year BEC campaign; ANSSI spent two years helping evict the attackers.

A business email compromise campaign breached more than 500 French notary offices — about 7% of all French notaries per the Conseil Supérieur du Notariat — over four years, stealing more than €35 million by phishing initial access and silently modifying wire transfer details. France's cybersecurity agency ANSSI worked for two years behind the scenes to help notaries remove the persistent attackers, who had deep access; officials also feared hackers could issue fake notarized acts such as marriage certificates or forged real estate deals. No forged documents have been found so far, but notaries have added two-factor authentication and in-person requirements for banking details, and banks added extra checks in 2024. The newsletter also notes other incidents, including a $320 million Bitcoin extraction from Blockstream's Liquid Network and a JetBrains Cadence breach via TeamCity servers.

CMMC Hit Pause, the FAR Council Hit Play

DoD paused CMMC Phase 2 pending a 60-day review while a proposed FAR Council rule would extend NIST 800-171 Rev 3 to all federal contractors.

The Department of Defense suspended CMMC Phase 2 third-party certification requirements, but Phase 1 self-assessments under DFARS 252.204-7021 remain in force since November 2025, and prime contractors are still directing suppliers to proceed. Cisco Warns of Seven ClamAV Flaws, Two With Public PoCs

Cisco warns of seven ClamAV denial-of-service flaws in Secure Endpoint Connector, two with public PoCs; patches due in August.

Cisco warned that seven ClamAV denial-of-service vulnerabilities, tracked as CVE-2026-20337 through CVE-2026-20339 and CVE-2026-20345 through CVE-2026-20348, affect the Secure Endpoint Connector on Windows, macOS and Linux. Fixes shipped in ClamAV 1.5.4, with Cisco patches due in August and no workaround available. Windows is rated high risk because ClamAV runs with elevated privileges there.

On 19 August 2026 Citrix published an advisory fixing two critical-severity issues in NetScaler ADC and NetScaler Gateway versions 14.1 before 14.1-73.32 and 13.1 before 13.1-63.21, plus FIPS/NDcPP builds. CVE-2026-19490 (CVSS 9.3) is an authentication bypass via alternate path, exploitable when the appliance is configured as a Gateway (SSL VPN, ICA Proxy, CVPN, RDP Proxy) or AAA virtual server, with a SAML action condition on newer builds. CVE-2026-19489 (CVSS 8.8) is a memory overflow causing unpredictable behaviour or denial of service, requiring SIP ALG enabled on a Large Scale NAT group. Orthanc DICOM Server

CISA advisory flags CVE-2026-87020, an integer overflow in Orthanc DICOM Server <1.13.0 causing heap out-of-bounds write and denial of service when decoding crafted PNG/JPEG images.

CISA published ICSMA-26-253-02 for Orthanc DICOM Server versions below 1.13.0, used in healthcare environments worldwide. CVE-2026-87020 (CWE-190) is an integer overflow in pitch and buffer-size computation causing a heap out-of-bounds write when decoding attacker-supplied PNG or JPEG images. Citrix urges customers to fix critical NetScaler authentication bypass (CVE-2026-19490)

Citrix patched a critical authentication bypass, CVE-2026-19490, in NetScaler Gateway and NetScaler ADC, urging customers to upgrade immediately.

Citrix has patched two flaws in NetScaler ADC and NetScaler Gateway.
