US DOJ and Treasury disrupt Xinbi Guarantee Telegram scam marketplace, sanctioning it and freezing $52.8M in USDT across 52 wallets.

The DOJ seized Xinbi Guarantee's Telegram channels and cryptocurrency wallets while OFAC sanctioned the marketplace, freezing $52.8 million in USDT from 52 wallets and bringing the Scam Center Strike Force's total restrained funds to roughly $938 million. Elliptic, which worked with the Secret Service, estimates Xinbi has processed $30 billion in transactions since around 2022, serving pig-butchering scam operators and links to North Korean hackers, Jin Bei Group, and Prince Group TCO. The strike force dismantled 13 scam compounds in Madagascar, seizing over 3,200 devices and interviewing roughly 400 arrestees, with about 30 Chinese compound leaders repatriated to China. After Tether froze funds, Xinbi began converting remaining USDT into the USDD stablecoin.

Grindr to Pay £26 Million to Settle U.K. Claims Over HIV Status Data Sharing

Grindr will pay £26 million ($35.1M) to settle U.K. claims from 10,000+ users over pre-2020 sharing of HIV status and other sensitive data.

Grindr agreed to pay £26 million ($35.1 million) to settle a U.K. lawsuit brought on behalf of more than 10,000 claimants over sharing users' HIV status, last tested date, and other personal data with third parties for advertising before 2020, when the app was owned by China's Kunlun. The settlement, disclosed in a September 2 SEC filing, includes no findings or admission of liability, with £13 million due by December 31, 2026 and the rest by March 31, 2027. Norway's data protection authority previously fined Grindr £8.6 million (reduced to £5.5 million) under GDPR, a decision upheld on appeal last October.

Extradited Russian Hacker Faces Charges Over Excel Malware Campaign That Infected Thousands

US DoJ charged extradited Russian Searzhudin Aktulaev for a 2016-2017 Excel macro campaign infecting ~80,000 freelance platform users with TVRAT and DarkVNC.

Searzhudin Tamirlanovich Aktulaev, 40, was arrested in Cyprus in May 2025 and extradited to the US on August 28, facing charges including wire fraud conspiracy and aggravated identity theft. The indictment alleges ~255 fake freelance-platform accounts were used to send Excel macro attachments to about 80,000 users in 2016-2017, deploying TVRAT (TeamSpy/TVSPY) and DarkVNC RATs for remote access and data theft. Thousands of infected machines called back to a US-hosted C2 domain, with stolen credentials and PII stored in the shared email account used in the scheme.

The Australian Federal Police charged two Western Australian men, aged 21 and 23, with 14 offences for their alleged principal roles in TeamPCP's March 2026 supply chain attacks; they appeared in Perth Magistrates Court on August 27, 2026. The group stole publishing credentials from trusted open-source projects and pushed poisoned releases across five ecosystems - GitHub Actions, Docker Hub, npm, PyPI, and OpenVSX - with LiteLLM's unpinned Trivy install enabling token theft and backdoored LiteLLM releases. The FBI said the malicious code potentially compromised more than 1,000 organizations, enabled theft of over 500,000 credentials, and exfiltrated at least 300 GB of data. Oligo Security linked the group's infrastructure to activity back to 2020, previously tracked as TA-NATALSTATUS and IronErn.

It produced 58 arrests and 263 identified suspects, including 17 arrests tied to a crime-as-a-service network providing domains and money laundering support to 196 identified individuals. Raids in Johannesburg netted 39 arrests, $2.67 million seized, and 257 blocked bank accounts, while a Romanian call-center investment scheme had stolen an estimated 143 million euros (~$166 million) and led to 11 arrests. The operation is the fourth iteration, following waves in 2022, 2023, and 2024 with 75, 103, and 300 arrests respectively.

TRM Labs traced roughly $16.8 million across 30 wallets tied to the members, and the State Department announced a reward of up to $10 million. TikTok Agrees to $400 Million Settlement in U.S. Child Privacy Lawsuit

TikTok agrees to pay $400 million to settle a DOJ child-privacy lawsuit alleging COPPA violations including collecting data from children under 13.

The DOJ announced that ByteDance-owned TikTok will pay $400 million to settle a 2024 lawsuit alleging massive-scale invasions of children's privacy. TikTok pays $300 million immediately and $100 million upon vacating the prior Musical.ly consent decree. The complaint alleged children under 13 could create accounts, data was collected in Kids Mode, and parental deletion requests went unheeded. DOJ called it one of the largest recoveries ever under COPPA, following TikTok's 2023 €345 million GDPR fine.
