‘Watershed 250’ test program in Texas looks to private sector for water cybersecurity help

White House launches Watershed 250, a six-month Texas pilot using volunteer vendor cyber and AI tools to harden water utility defenses.

Florida water agency latest to confirm cyber incident as feds warn of nation

A ransomware gang hit Florida's St. Johns River Water Management District as CISA warned of IRGC-linked CyberAv3ngers attacks on exposed Unitronics water-sector PLCs.

The St. Johns River Water Management District, which oversees Florida drinking-water supply planning, confirmed suspicious activity in its IT environment and said containment measures were implemented; a ransomware gang claimed the attack and shared samples of stolen data. Separately, CISA, FBI, NSA, EPA and Israel's INCD warned that IRGC-affiliated CyberAv3ngers are actively compromising Israeli-made Unitronics Vision Series PLCs in the water sector using default credentials since at least November 22. The group, motivated by opposition to Israel-linked products, defaces controller interfaces and could cause deeper cyber-physical effects. Shadowserver found at least 539 Unitronics PLC instances still exposed online, and CNN reported fewer than 10 US water facilities faced recent attacks.

CISA, NSA, FBI and other agencies warn of active targeting of internet-exposed Siemens S7 PLCs and urge patching, exposure removal and hardening.

Joint advisory AA26-231A from the NSA, CISA, FBI, Department of Energy and EPA warns that actors are actively targeting Siemens S7 PLCs using internet scanning, AI-assisted scripts and libraries such as Snap7 and python-snap7 over S7comm on TCP port 102. The advisory covers S7-200 through S7-1500 series controllers and recommends patching, removing internet exposure, access controls, monitoring and disabling unneeded services. Siemens states no new S7 vulnerabilities are involved, only misconfigurations addressed in existing ProductCERT guidance SSB-104599. The article details how to apply each measure without breaking production dependencies such as remote I/O, HMI links and diagnostics.

Actors use Censys and ZoomEye to find internet-exposed devices and abuse default or weak credentials, with activity assessed as persistent reconnaissance and positioning for future write operations. Agencies urge device inventory, patching, removing PLCs from the internet, and hardening; the pattern resembles Iran-linked CyberAv3ngers targeting of Rockwell, Schneider, and Siemens PLCs.

Researchers Use Claude to Port Pre-Auth RCE Exploit From One PLC Model to Another

Forescout used Anthropic's Claude to port a working pre-auth RCE exploit for CVE-2021-31886 between WAGO PLCs, executing ARM shellcode on live hardware.

Forescout Vedere Labs used Claude interactively to port an RCE exploit for CVE-2021-31886, a CVSS 9.8 stack buffer overflow in the Nucleus FTP server's USER command, from a WAGO 750-852 to a WAGO 750-831 PLC, running attacker-supplied ARM shellcode. The final RCE stage cost $535.74 in API usage over 8 hours 32 minutes, and a follow-up attempt to build a C2 implant permanently bricked the device. CERT@VDE lists many Nucleus V1-based WAGO models as vulnerable with no updates available; Siemens plans no Nucleus NET remediation. The work follows a joint NSA/CISA/FBI/DOE/EPA advisory warning of AI-generated exploitation scripts targeting internet-exposed Siemens S7 PLCs.

Slovakia Warns of Cyber Risks in Road Speed Cameras

Slovakia's NBÚ warns that speed camera systems from SODASUS, Simicon and NEROline pose cyber risks including undocumented remote access.

Slovakia's National Security Authority (NBÚ) warned of a significant cyber threat tied to several road speed camera products: NERO R-ONE units sold by Cyprus-based SODASUS, and Cordon-series cameras made by Russia's Simicon and sold by Croatia's NEROline. A security analysis requested by the Interior Ministry found weak protections, mismatches between documented and actual communication settings and software versions, unclear hardware/software provenance, and pre-configured remote-access mechanisms outside operator control. NBÚ warned that compromised cameras could expose vehicle and licence-plate data, tamper with records, or serve as a foothold into public-sector networks lacking segmentation. The Interior Ministry reportedly removed the units from its pilot deployment and asked the supplier to replace them with equipment meeting Slovak and EU security requirements.

A joint advisory from NSA, CISA, FBI, DOE and EPA describes an active threat in which AI-generated exploit scripts disguised as legitimate monitoring tools target Siemens S7 Series PLCs (S7-200 through S7-1500, including F-series safety controllers). The actors use Censys and ZoomEye scanning to find internet-exposed, outdated PLCs and a custom Python script using snap7 libraries over the S7comm protocol for initial access, credential access and denial of service; no attribution was given. Targeted sectors include Critical Manufacturing, Energy, Water and Wastewater, Chemical, Food and Agriculture, and Commercial Facilities, with potential for process disruption and cascading impacts. A related Dream report details a near-autonomous AI-agent campaign (July 1-4, 2026, 12 waves) against Taiwan government entities, using Hermes and OpenClaw agents with eight parallel sub-agents to crack 85 accounts via password spraying and exfiltrate over 2,564 personnel records, SSO client secrets and database credentials.
