CISA tells operators to harden Siemens S7 PLCs. Here’s how to do it without disrupting production

CISA, NSA, FBI and other agencies warn of active targeting of internet-exposed Siemens S7 PLCs and urge patching, exposure removal and hardening.

Joint advisory AA26-231A from the NSA, CISA, FBI, Department of Energy and EPA warns that actors are actively targeting Siemens S7 PLCs using internet scanning, AI-assisted scripts and libraries such as Snap7 and python-snap7 over S7comm on TCP port 102. The advisory covers S7-200 through S7-1500 series controllers and recommends patching, removing internet exposure, access controls, monitoring and disabling unneeded services. Siemens states no new S7 vulnerabilities are involved, only misconfigurations addressed in existing ProductCERT guidance SSB-104599. The August 12 National Security Presidential Memorandum directs the National Coordination Center, run jointly by DOJ and DHS, to approve covert surveillance and disruptive Cyber Effects Operations by vetted private companies, with a forfeitable bond of at least $1 million required as a contract condition. The analysis argues the criminal shield rests on an untested reading of the CFAA exemption at 18 U.S.C. 1030(f), with no civil safe harbor, no state-law preemption and no foreign-law protection. Non-participating organizations can still inherit risk through shared infrastructure collateral damage, lack of customer disclosure, Lloyd's bulletin Y5381 state-backed attack exclusions, and threat-intelligence pipelines feeding offensive proposals.

CVE-2026-60004 (CVSS 9.8) lets attackers with repository write access achieve RCE on self-hosted Gitea servers via malicious git hooks; fixed in 1.27.1.

CVE-2026-60004 is a CWE-94 code injection flaw in Gitea's POST /api/v1/repos/{owner}/{repo}/diffpatch endpoint, disclosed July 28, 2026 with a CVSS v3.1 score of 9.8 and credited to researcher Shai Rod (NightRang3r). An add/add collision with the three-way merge fallback (--3, Git 2.32+) writes attacker-controlled content into the temporary bare clone's hooks directory, where it executes as a live Git hook running commands as the Gitea OS user. Exploitation requires repository write access, but Gitea's default open registration allows anonymous users to obtain it, exposing app.ini secrets, database credentials, OAuth tokens, and mounted repositories; a public PoC requires no outbound callback. All releases from 1.17 through 1.27.0 are affected; the fix shipped in Gitea 1.27.1 on July 27, 2026, and Gitea Cloud instances were upgraded automatically.
