Trump Targets Foreign Technology in New U.S. Power Grid Security Order

Executive Order 14420, signed August 26, declares a national emergency regarding the foreign supply of bulk-power system electric equipment to the United States. It empowers the Energy Secretary to restrict transactions with designated Covered Foreign Entities involving equipment, software, firmware, digital services, maintenance services, and remote-access capabilities. Covered equipment includes transformers, generators, inverters, RTUs, PLCs, intelligent electronic devices, and protective relays, with transmission rated 69 kV or higher in scope while local distribution is excluded. Already-installed foreign equipment may be subject to identification, isolation, monitoring, or replacement requirements, with phased compliance and pre-qualified vendor exemptions permitted.

Hackers Chain Chrome and Windows Zero-Days in New BlueMoon Exploit Kit Attacks

Multiple espionage actors, mostly China-nexus, are chaining Chrome V8 and Windows kernel zero-days (CVE-2026-85046, CVE-2026-85880) via the BlueMoon exploit kit against government and defense targets.

Proofpoint identified a new exploit kit dubbed BlueMoon chaining a Chromium V8 type-confusion RCE (CVE-2026-85046), a V8 sandbox escape, and a Windows kernel LPE (CVE-2026-85880). At least four distinct threat clusters, most with suspected China nexus, adopted the kit within days starting with TA412 (Violet Typhoon/APT31) on August 28, 2026. Both Chrome-side flaws were patch-gap zero-days with roughly a four-week exploitation window; the Windows LPE only works on Windows 10 and Server 2019/2022. TA412 used spearphishing posing as university interns to deliver the GemStone browser backdoor disguised as a Google Gemini extension; other clusters delivered ShadowPad via DLL sideloading and a Rust loader against targets in aerospace, government, and finance.

China-Based Artificial Intelligence Companies Conducting Industrial-Scale Distillation Campaigns Against U.S. AI Companies

NSA, CISA, and FBI warn DeepSeek, Alibaba, and other Chinese AI firms ran industrial-scale distillation of U.S. frontier models, threatening U.S. AI leadership.

A joint NSA, CISA, and FBI Cybersecurity Advisory (AA26-251A) says China-based firms DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun, and Z.AI extracted billions of tokens from U.S. frontier models including Claude, GPT, Gemini, and Grok, likely with Chinese government knowledge. Campaigns running since at least late 2024 used native APIs, cloud providers, third-party aggregators, gray-market proxy "transfer stations", and shared premium subscriptions to bypass geographic restrictions, evade safeguards, and violate providers' terms of use. The agencies recommend detecting anomalous prompts, accounts, and usage patterns; subtly altering responses to suspected distillers; and cross-organization intelligence sharing. They also call DeepSeek's publicly cited $5.6M training cost misleading because it excludes data acquired through distillation.
