‘Watershed 250’ test program in Texas looks to private sector for water cybersecurity help

White House launches Watershed 250, a six-month Texas pilot using volunteer vendor cyber and AI tools to harden water utility defenses.

The Office of the National Cyber Director and Texas Cyber Command will oversee the six-month Project Watershed 250 pilot to improve water sector cybersecurity through industry-donated red teaming, system hardening and AI tooling. Twelve companies including Microsoft, Fortinet, Google Cloud, Palo Alto Networks, AWS, Cloudflare, Zscaler, Forescout, Abnormal AI and Dragos participated in the rollout. Officials cited recent attacks including an Iranian-backed campaign against 30 water systems in 12 states and a 2024 incident in Muleshoe, Texas. Some water-security professionals criticized the program as lacking dedicated funding.

Arrested man allegedly impersonated NSA elite hacking unit, Supreme Court chief justice

Colorado man Joshua Culver indicted for impersonating NSA's Tailored Access Operations chief and Supreme Court Chief Justice John Roberts in Indiana court cases.

Joshua Culver, also known as Maverick Young, was arrested in Colorado after a July Indiana indictment on four counts of falsely impersonating an officer of the court and one count of using a forged judge's signature. He allegedly posed as an NSA officer in September to pressure the Tippecanoe County sheriff's office, and later presented a forged document purportedly from the head of the Tailored Access Operations unit demanding case dismissal and warrant quashing. The indictment also alleges he used a forged signature of Chief Justice John Roberts on a dismissal order in Grant County, Indiana.

Clearview AI Is Testing an AI Tool That Would Let Cops Unearth Your Life Online

Clearview AI is prototyping InquiryIQ, an AI analyst assistant that would automatically profile individuals identified through its face-recognition searches for police.

WIRED uncovered InquiryIQ, an unreleased Clearview AI prototype described as an AI analyst assistant that fans out across the web from a face-recognition search result to assemble profiles including employers, aliases, associates, and physical characteristics. The company tested a model from xAI (merged with SpaceX), maker of Grok, and the interface accepts age, gender, and race inputs to guide searches. Clearview says the prototype was never pitched or shipped to customers and no law enforcement user has used it; the database has grown to over 70 billion images used by more than 2,000 law enforcement agencies.

Flock camera use by internal affairs unit puts DC police at odds with officers’ union

DC's Metropolitan Police Department used Flock license plate cameras to track officers under internal affairs investigation, prompting a union grievance and council scrutiny.

The DC Police Union learned in July 2026 that MPD Internal Affairs used Flock ALPR cameras to monitor officers under investigation without their knowledge, filing a grievance that management denied. Secure Justice found more than 90 US cities and counties ended Flock contracts in August 2026 alone, with over 200 terminations since 2021, while Texas and Florida announced new usage restrictions. On September 14, DC Councilmember Brooke Pinto asked Interim Chief Jeffery Carroll ten questions about the department's use of Flock data.

Mozilla report finds the capability gap between best open-weights (largely Chinese) and closed frontier AI models narrowed to 4.4 months at ~5x lower cost.

Mozilla's State of Open Source AI report (September 15) says the gap between closed frontier models and best open-weights models has closed to 4.4 months. Moonshot AI's Kimi K3 scores three points behind Anthropic's Fable 5 on the Artificial Analysis Intelligence Index at 30% of the cost, and Z.ai's GLM 5.2 scored within a point of Claude Opus 4.7 on Terminal-Bench 2.1. Eight of the top 10 OpenRouter models by August 2026 token volume provide open weights, though a Linux Foundation paper found open models earned only 4% of revenue. The report recommends open models as the default for routine workloads, reserving closed models for 8-12 hour expert tasks.

The startup builds AIUC-1, an emerging standard for agent security, safety, and reliability, stress-testing agents for jailbreaks, hallucinations, and data leaks. It pairs standards with insurance underwriting through Lloyd's of London and counts Cursor, Harvey, Lovable, and ElevenLabs among its customers. Kvist argues trust and liability, not capability, are becoming the binding constraint on AI adoption.
