Russian Man Extradited Over Malware Campaign Targeting Freelancers

A Russian national was extradited to the US for allegedly spreading TVRAT and DarkVNC malware to 80,000 freelance platform users via Excel attachments.

Searzhudin Tamirlanovich Aktulaev, 40, was arrested in Cyprus in May 2025, extradited on August 28, 2026, and indicted on conspiracy, computer damage, unauthorized access and aggravated identity theft charges. Prosecutors say he and co-conspirators used about 255 fake accounts on a freelance employment platform's messaging system to send macro-laden Excel attachments between June 2016 and November 2017, deploying TVRAT (TVSPY/TeamSpy) and DarkVNC remote access trojans. Thousands of victims were identified on a US-hosted C2 domain, with roughly half of the 80,000 affected users in the US; C2 infrastructure was paid for with virtual currency. If convicted he faces up to 20 years for wire fraud conspiracy plus additional terms and fines.

FBI seizes China-linked QScan and QTRouter hacking platforms used by QTFY to obfuscate intrusions against US federal agencies.

The DOJ and FBI seized domains hard-coded into QScan and QTRouter, two platforms operated by China-based Nanjing Xinjiuwei Network Technology Company on behalf of state-sponsored group QTFY. QScan automatically infected thousands of IoT devices which were added to QTRouter, an obfuscation network routing malicious traffic through compromised and proxy devices outside China. Targets included NASA, the Federal Reserve, Departments of Energy, Justice, and HHS, NIH, and the US Senate, exploiting flaws in Fortinet SSL-VPN, Citrix ADC, Microsoft Exchange, F5 BIG-IP, Log4j, and others.

The DOJ and FBI seized domains hard-coded into QScan and QTRouter, platforms run by Nanjing Xinjiuwei Network Technology Company and used by China's Ministry of State Security and PLA. QScan automatically infected IoT devices worldwide which were absorbed into QTRouter, allowing attackers to disguise intrusions as originating from other countries or local sources. Victims included the Federal Reserve, Department of Energy, DOJ, US Senate, NASA, HHS, NIH, plus hospitals, telecoms, power companies, financial institutions, and defense contractors. The FBI investigated QTFY since 2018, tracing a 2019 NASA incident through Pulse Secure VPN exploitation.

Trump taps cyber firms to go on offensive against criminals

Presidential memorandum allows vetted private companies to conduct offensive cyber operations against transnational cybercrime with advance DOJ and DHS approval.

A presidential memorandum released Wednesday lets vetted US companies partner with the Justice and Homeland Security departments on offensive operations and surveillance targeting transnational cybercrime, fraud and predatory schemes, with written pre-approval required for every operation. Participating firms face penalties of at least $1 million for contract violations, must disclose all contractual relationships, and face annual evaluation, while agencies have two months to develop participation standards. The move builds on a March executive order; the White House says Americans reported $20.8 billion in cyber-related losses last year.
