DOJ says Oxygen Forensics leaders hid Russian ownership to win U.S. law-enforcement contracts.
The Justice Department arrested Oxygen Forensics CEO Lee Reiber in Idaho and Oleg Davydov in London on conspiracy to commit wire fraud, alleging they concealed Russian ownership to win U.S. government contracts. Since March 2022 the firm sold forensic software to the Secret Service, Homeland Security Investigations, the DHS inspector general, and the Defense Department, including more than $2 million from the Secret Service and its National Computer Forensics Institute after expanded Russia sanctions. Prosecutors say buyers would not have awarded the contracts if they had known, and that Oxygen Russia’s customers included the FSB. The complaint does not allege malicious code or unauthorized access to customer systems.
