NIST and CISA finalize playbook to stop token theft and forgery

NIST and CISA finalized NIST IR 8587, a playbook helping federal agencies and cloud providers defend identity tokens against theft and forgery.

The finalized NIST IR 8587 guidance covers protecting token signing keys, verifying tokens, lifetimes, revocation, session management, and dividing security responsibilities between cloud providers and customers. It cites an incident in which foreign actors forged tokens with a stolen commercial signing key to steal more than 60,000 emails from one government agency. It also recommends extending token protections to AI agents and preparing identity systems for a future post-quantum cryptography transition.

Apple Reference Image: A New Approach for Verified Photography

Apple introduces Reference Image, hardware-backed verifiable photography on iPhone 18 Pro using sensor signing and Private Cloud Compute to counter AI-generated fakes.

Apple announced Reference Image, an opt-in camera mode debuting on the main sensor of iPhone 18 Pro and iPhone 18 Pro Max that produces securely timestamped, verifiable photographs. The design splits into two phases: a secure digital negative created by cryptographically signing pixel data at the sensor immediately after capture (preventing injection or tampering), then developing that negative into a reference image. Private Cloud Compute handles processing without exposing image contents to anyone, including Apple, and fraudulent reference images can be revoked without revealing the photographer's identity. Apple positions the system as stronger than C2PA-based approaches, which sign metadata after capture, are vulnerable to editing-chain compromise, and can tie images to a device or individual.

Coast Guard, FBI board US-bound foreign ships in order to probe for cyberattacks

US Coast Guard and FBI boarded two foreign tankers bound for the US after indications their vessel networks were compromised, investigating possible Iranian involvement.

The Coast Guard and FBI conducted joint offshore security boardings of two commercial ships in the Gulf of Mexico on August 21 and 24 to examine their operational and IT systems following indications both networks were compromised. The vessels reportedly carried oil and natural gas, and one was hacked in the Strait of Gibraltar and lost communications for over 30 hours. No operational disruptions, vessel instability, or environmental impacts have been reported, and authorities are investigating whether Iran or another group exploiting US-Iran tensions was behind the attacks.

What’s next for CISA’s CDM program that gives cybersecurity tools to federal agencies

CISA officials outline future plans for the CDM program, emphasizing speed, automation, unified data, and data-driven federal risk management.

Speaking at an Elastic Federal Cyber Defense Breakfast, CISA officials described next steps for the Continuous Diagnostics and Mitigation (CDM) program that supplies cybersecurity tools to federal agencies. Acting deputy program manager Richard Grabowski named velocity, unification, and data-driven risk management as core goals, including a three-year roadmap to expand SIEM-as-a-Service. Federal CISO Mike Duffy urged aggregating demand across agencies, buying outcomes rather than products, and designing acquisition for continuous improvement. CISA's Matt House tied the program's evolution to post-SolarWinds needs for a government-wide common operating picture.

CISA and NIST Release Technical Checklist for Safeguarding Identity Tokens From Theft and Misuse

CISA and NIST published NIST IR 8587, final guidance for protecting identity tokens from forgery, theft, replay, and signing-key compromise.

NIST Interagency Report 8587 (September 15, 2026) expands the IA-13 'Identity Providers and Authorization Servers' control from NIST SP 800-53 R5.1.1, guiding federal agencies and cloud providers on SSO, identity federation, and machine-to-machine authentication. It requires hardware-backed signing-key storage for moderate-impact systems, 90-day key rotation for high-impact systems, token lifetimes under one hour, and sender-constrained mechanisms such as mutual TLS and DPoP. The report cites incidents including forged SAML assertions that exposed over 60,000 emails from a federal agency. It also extends guidance to agentic AI systems using signed tokens and urges post-quantum cryptography migration planning.

Cisco warns customers of actively exploited zero-day in email gateways

Actively exploited Cisco Secure Email Gateway zero-day CVE-2026-76461 allows unauthenticated root command execution; CISA added it to KEV.

Cisco disclosed CVE-2026-76461, a zero-day in AsyncOS for Cisco Secure Email Gateway that was exploited before disclosure and lets unauthenticated remote attackers execute commands with root privileges on cloud and on-premises instances. CISA promptly added the flaw to its Known Exploited Vulnerabilities catalog, and Cisco has directly contacted cloud customers with indicators of compromise while deploying mitigations. Rapid7 and VulnCheck warn compromised gateways could enable silent email monitoring and internal pivoting from on-premises deployments.

GAUGE: A Formal Framework for Measuring Cryptographic Security under Heterogeneous Adversary Cost Models

GAUGE frames cryptographic security as profiles over adversary cost models, certifying a ranking reversal between ML-KEM-512 and AES-128 from a 4–5% memory pricing shift.

GAUGE represents cryptographic security as a function over admissible adversary cost models (a security profile), proves profiles are piecewise-linear and concave, and establishes a rating trilemma when two profiles cross. A polynomial-time linear-programming procedure certifies whether the ranking of two schemes is robust, reverses under admissible models, or is genuinely incomparable. Applied to NIST post-quantum standards, the framework certifies a ML-KEM-512 versus AES-128 ranking reversal from a 4–5% shift in memory pricing and measures lattice-sieving cost drift of 9.79 bits per year over eight years. A hybrid X25519 + ML-KEM-768 handshake reduces combined-break probability twenty-fold at a 2.3 kilobyte cost.

Supreme Court denies Trump request to allow USPS mail ballot changes

Supreme Court denied the Trump administration's emergency request to implement USPS mail ballot changes before the 2026 midterms, calling it arbitrary and capricious.

The U.S. Supreme Court rejected 7-2 the Trump administration's petition to change how the U.S. Postal Service handles mail-in ballots for the 2026 midterm elections. Justice Ketanji Brown Jackson wrote the administration was unlikely to succeed, while Justice Brett Kavanaugh cited unreasonably short timelines for state election officials. The blocked executive order would have required USPS citizenship verification, barcode tracking of ballot envelopes, and DHS-compiled "State Citizenship Lists"; a whistleblower alleged a rushed effort to install three restrictive IT verification systems. Justices Alito and Thomas dissented, arguing states and organizations lacked standing.

Scaling Verification of Cryptographic Software with Aeneas, Rust, and Lean

Microsoft SymCrypt implementations of SHA-3 and ML-KEM verified in Lean via Aeneas-extracted Rust models, with AI agents writing proofs.

The paper develops a methodology for verifying production Rust cryptographic code by using Aeneas to extract pure models into Lean, avoiding low-level pointer and aliasing reasoning. Applied to Microsoft's SymCrypt, it verifies SHA-3 and ML-KEM implementations ported from C to Rust and extends SymCrypt with FrodoKEM, ML-DSA, and HPKE. A 237 KLOC Lean development establishes safety, panic-freedom, and functional correctness of 16.7 KLOC of Rust supporting post-quantum cipher suites on x86-64 and ARM. AI agents autonomously write formal proofs verified by the Lean kernel, and evaluation shows verified Rust meets SymCrypt's performance and portability requirements.
