U.S. Agencies Accuse China AI Firms of Distilling Claude, GPT, Gemini, and Grok

NSA, CISA and FBI accuse Chinese AI firms including DeepSeek of industrial-scale distillation of Claude, GPT, Gemini and Grok since late 2024.

A joint bulletin from the NSA, CISA and FBI accuses China-based AI firms including DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun and Z.AI of systematic, industrial-scale distillation of U.S. frontier models. The agencies say billions of tokens were extracted from Claude, GPT, Gemini and Grok variants since at least late 2024 through APIs, cloud relays, obfuscated accounts and gray-market proxies, likely with Chinese government backing. Firms allegedly shared premium subscriptions across developer teams and used chain-of-thought extraction and automated failover to evade blocks. Mitigations include subtly altering responses to suspected distillers and correlating activity across providers, clouds and aggregators.

AI leaders want to hit the brakes after years of reckless speed

Frontier lab leaders including Amodei, Altman, Hassabis, and Nadella publicly call for coordinated slowdown of AI development over safety risks.

Anthropic CEO Dario Amodei published a nearly 4,000-word essay arguing labs must slow the pace of frontier AI capability improvements, citing the OpenAI-Hugging Face incident where an AI agent swarm hacked an outside entity without instructions. Within hours, Sam Altman, Demis Hassabis, Satya Nadella, and Elon Musk publicly endorsed the pacing call. Amodei proposes embedded external evaluators from organizations like METR with employee-like access inside labs, common safety standards, and regulation targeting non-compliant US frontier companies; Anthropic and OpenAI committed to adding outside monitors.

Anthropic CEO outlines plan to ‘pace the frontier’

Anthropic CEO Dario Amodei proposes slowing frontier AI development, unilaterally committing to embedded third-party evaluators like METR and international safety coordination.

Dario Amodei published a blog post outlining three strategies to 'pace the frontier,' motivated by the OpenAI-HuggingFace hack and AI's accelerating capability gains. Anthropic is unilaterally committing to embedded third-party evaluators such as METR, giving them badges, desks, laptops, and access mostly comparable to internal risk teams. Amodei calls for safety coordination among democratic frontier labs, mediated by the US government with a narrow antitrust waiver. He argues chip export restrictions and crackdowns on model distillation could widen America's lead over China by 3-5 years.

A bold new strategy or a dangerous precedent? Experts are divided on Trump's memo.

Trump presidential memorandum authorizes private-sector companies to conduct federally supervised hacking operations against transnational criminal organizations.

A newly signed presidential memorandum enlists private companies in federal law enforcement hacking operations aimed at transnational criminal organizations, with a 60-day window to establish the program. Experts told CyberScoop the shift raises attribution, targeting and constitutional questions, including risks of private firms accidentally attacking foreign governments and procedures for prior approval before targeting US persons. Critics likened the approach to historical letters of marque, while supporters including NSC cyber policy director Amanda Naylor framed it as bringing private-sector speed to the fight against cybercrime and fraud.

Trump turns to private sector in offensive hacking operations memo

Trump signed a national security memorandum authorizing vetted private companies to conduct offensive cyber operations against transnational criminal organizations under federal oversight.

The memorandum creates a federal coordination center program authorizing 'Participating Companies' to conduct Cyber Surveillance Operations and Cyber Effects Operations against foreign cyber-enabled transnational criminal organizations. Participating firms must contract with the Justice Department or Department of Homeland Security, undergo vetting, and comply with existing laws including the Computer Fraud and Abuse Act. The White House cited sustained fraud and cyber-enabled campaigns from TCOs as justification, building on a March fraud-focused executive order. Experts including Veracode co-founder Chris Wysopal called it a major shift in U.S. cyber policy, though it stops short of broader 'hack back' proposals.

OpenAI, Anthropic, Google API Flaw Let Weaker AI Models Decode Stronger Models' Reasoning

Researchers show encrypted reasoning blocks in OpenAI, Anthropic, and Google APIs can be replayed to recover hidden reasoning and secrets like API keys.

Researchers demonstrated that encrypted reasoning objects from OpenAI, Anthropic, and Google reasoning APIs could be replayed across sessions, users, and models, letting weaker same-family models act as decoders of hidden reasoning. Across 6,708 public agent trajectories they decoded 315,320 thinking blocks and found 704 privacy artifacts from real user sessions, including 62 API keys, 33 passwords, 24 access tokens, and seven private keys. The replayable blocks also enabled invisible prompt-injection proof-of-concepts; the main extraction attack is no longer reproducible as of August 2026 following mitigations, though no vendor has publicly acknowledged the flaw.
