Hackers Stole Flock’s Camera Software, Revealing How the Company Tracks Cars and People

Hackers who removed a Flock Safety license plate camera dumped its data, revealing person-detection capabilities and an encryption key stored unencrypted on the device.

A hacker collective calling itself stegan0gram physically removed a Flock Safety automatic license plate reader camera from a roadway, copied its storage, and shared the files with 404 Media, WIRED, and Distributed Denial of Secrets. Analysis found an encryption key in an unencrypted 'media' partition that unlocked videos of thousands of vehicle detections, with logs showing more than a million images generated in weeks. The software explicitly detects people, bicycles, and even bumper stickers, and records from one Georgia city were searchable by more than 2,000 agencies nationwide. The findings follow 2025 research by Jon Gaines documenting flaws enabling root-level access to Flock cameras.

Flock camera use by internal affairs unit puts DC police at odds with officers’ union

DC's Metropolitan Police Department used Flock license plate cameras to track officers under internal affairs investigation, prompting a union grievance and council scrutiny.

The DC Police Union learned in July 2026 that MPD Internal Affairs used Flock ALPR cameras to monitor officers under investigation without their knowledge, filing a grievance that management denied. Secure Justice found more than 90 US cities and counties ended Flock contracts in August 2026 alone, with over 200 terminations since 2021, while Texas and Florida announced new usage restrictions. On September 14, DC Councilmember Brooke Pinto asked Interim Chief Jeffery Carroll ten questions about the department's use of Flock data.

Florida and Texas move to block Flock cameras over privacy concerns

Florida and Texas move to end use of Flock license plate cameras, citing privacy concerns and database misuse by police.

Florida's Department of Transportation said it will cease using license plate readers, such as Flock's cameras, on state highways and has 30 days to remove them, following Governor DeSantis calling the technology 'out of control'. Texas separately ordered state agencies to stop funding Flock cameras, citing abuse including the indictment of a Lufkin officer on 100 felony counts for allegedly searching Flock's database without authorization. Flock operates roughly 130,000 license plate readers across the US, and towns including Evanston, Cambridge, and Eugene report the company reinstalled cameras after contracts were terminated.

Where the backlash against Flock Safety is having the biggest impact

More than 90 cities ended Flock Safety contracts in August as Texas and Florida restrict license plate reader use amid privacy protests.

Over 90 cities and counties terminated Flock Safety contracts in August, per Secure Justice, which has tracked more than 200 municipal terminations since 2021. Texas Gov. Greg Abbott barred state agencies from funding Flock cameras on Aug. 28 after a report that a state agency secretly diverted $30 million; Florida's transportation department banned ALPRs on state highways and Gov. Ron DeSantis criticized the technology. Los Angeles chose not to renew its LAPD contract over data-ownership terms, and Atlanta's mayor ordered a 30-day review of the roughly 5,000 ALPR cameras in the metro area. Several Flock-related police abuse cases, including a Texas officer indicted on 100 felony counts, have fueled the backlash.

Texas Police Used AI to Write Report About Using Flock to Search for Woman Who Had Abortion

Johnson County, Texas deputies used Axon's Draft One AI to write a report about searching 80,000+ Flock cameras for a woman who self-administered an abortion.

Documents show the Johnson County Sheriff's Office used Flock's nationwide camera network and Axon's Draft One, which drafts police reports from body camera audio, in its investigation of a woman's self-administered abortion. The AI-generated report summarized deputies' discussion of legal implications, noting Texas law provided no applicable criminal charges. Flock CEO Garrett Langley has repeatedly claimed the search was a family welfare check, but earlier police reports indicate it was initiated at the behest of the woman's abusive partner.

Det-LIME: Detector-Aware, Multi-Instance Local Interpretable Model-Agnostic Explanations for Automated Marine Mammal Detection

Det-LIME extends LIME to multi-instance object detection explanations, improving attribution for harbor seal aerial surveys.

Det-LIME adapts LIME to object detection by combining per-detection weighting, a proximity kernel emphasizing box-adjacent regions, and IoU-based matching to track instances across perturbations. It was evaluated on aerial drone imagery for harbor seal detection plus a seabird case study, and compared against vanilla LIME, Stabilized LIME, Deterministic LIME, and gradient-based attribution. Using Attribution Ratio and Max Saliency Hit Rate metrics, it consistently improved multi-instance attribution and produced box-aligned explanations useful for debugging and data augmentation.

Cops Search Thousands of Flock Cameras for Reasons of ‘LMAO,’ ‘IDK,’ ‘Hehe,’ and ‘asdfg’

EFF analysis found police searched Flock's 19,000-camera ALPR network using joke reasons like 'LMAO' and 'idk,' exposing routine warrantless surveillance abuse.

An EFF analysis of Flock audit logs, shared with 404 Media, found officers across dozens of jurisdictions searching over 19,000 cameras in 1,558 cities with justifications like 'LMAO,' 'idk,' and keyboard gibberish between 2023 and late 2025. One Lake County, Indiana sheriff's deputy searched for a license plate across the entire network citing 'LMAO.' After outlets exposed searches targeting ICE detainees, an abortion patient, and protesters, officers were reportedly told to be 'as vague as permissible,' and Flock replaced the free-text reason box with a prepopulated drop-down list, which EFF called a loss for transparency. Departments rarely disciplined offending officers, and EFF concluded agencies cannot oversee themselves.

Angry Birds: Toy Ghouls’ new toys

Kaspersky tracks ransomware group Toy Ghouls deploying new custom backdoors, mqtt-bird-agent and matrix-bird-agent, using HiveMQ MQTT and Element as C2 channels.

Kaspersky reports that Toy Ghouls (also known as Bearlyfy, Laboo.boo and Feral Wolf), a financially motivated group targeting Russian organizations since 2025, shifted from leaked Babuk and LockBit builders and public GitHub tools to its custom GenieLocker ransomware. In early July 2026 the group deployed two custom backdoors: mqtt-bird-agent 0.1.0 using the public HiveMQ MQTT broker as C2, and matrix-bird-agent 0.1.0 using the Element messenger. The backdoors are delivered via WinRM using Evil-WinRM and WinRM-fs, persist as Windows services, and encrypt their configuration with ChaCha20-Poly1305 keyed to the machine's MachineGuid registry value.

The Pelican comparison grid for Astra is pretty interesting

Simon Willison's pelican SVG comparison shows GPT-6 Astra producing markedly better images than GPT-5.6 Sol, Terra, and Luna across reasoning levels.

Willison generated pelicans-riding-bicycles SVGs with newly accessed GPT-6 Astra at low through max reasoning levels and rendered them in a comparison grid against GPT-5.6 Sol, Terra, and Luna. Astra's outputs were markedly more coherent, while even the best GPT-5.6-Sol images remained largely abstract shapes. Astra does not support a reasoning=none setting, so all comparisons involved reasoning-enabled runs.
