A bold new strategy or a dangerous precedent? Experts are divided on Trump's memo.

Trump presidential memorandum authorizes private-sector companies to conduct federally supervised hacking operations against transnational criminal organizations.

A newly signed presidential memorandum enlists private companies in federal law enforcement hacking operations aimed at transnational criminal organizations, with a 60-day window to establish the program. Experts told CyberScoop the shift raises attribution, targeting and constitutional questions, including risks of private firms accidentally attacking foreign governments and procedures for prior approval before targeting US persons. Critics likened the approach to historical letters of marque, while supporters including NSC cyber policy director Amanda Naylor framed it as bringing private-sector speed to the fight against cybercrime and fraud.

Trump Targets Foreign Technology in New U.S. Power Grid Security Order

Trump's Executive Order 14420 declares a national emergency to restrict foreign-made bulk-power grid equipment over cyber, sabotage and supply-chain risks.

Executive Order 14420, signed August 26, declares a national emergency regarding the foreign supply of bulk-power system electric equipment to the United States. It empowers the Energy Secretary to restrict transactions with designated Covered Foreign Entities involving equipment, software, firmware, digital services, maintenance services, and remote-access capabilities. Covered equipment includes transformers, generators, inverters, RTUs, PLCs, intelligent electronic devices, and protective relays, with transmission rated 69 kV or higher in scope while local distribution is excluded. EU chief wants joint response to cyberattacks, sabotage

EU Commission President von der Leyen proposed an Emergency Security Protocol letting any member state convene joint responses to cyberattacks and sabotage.

In her State of the Union address, Ursula von der Leyen proposed an Emergency Security Protocol, modeled on NATO Article 4, allowing a single EU member state to summon all 27 governments to coordinate responses to cyberattacks, sabotage, arson, and drone incursions. The proposal is part of a broader European security strategy that includes a European Security Council with partners such as the UK, Canada, Norway, and Ukraine, plus a European Instrument for Strategic Enablers supporting cyber and defense capabilities. She cited rising incidents in Denmark, Lithuania, Poland, and an attempted drone attack in Leipzig, but did not specify whether unanimous decision-making rules would change.

Flock camera use by internal affairs unit puts DC police at odds with officers’ union

DC's Metropolitan Police Department used Flock license plate cameras to track officers under internal affairs investigation, prompting a union grievance and council scrutiny.

Major Cyber Threat Detection Vendors Shift from MITRE to UK Testing Program

SE Labs launched PIVOT, a six-month vendor detection testing program backed by CrowdStrike, Fortinet, Palo Alto Networks and Sophos, as major vendors exit MITRE evaluations.

In most cities, nobody owns the whole network

Former Waco CIO argues cellular-connected water controllers sit outside scanned networks, and accountability plus operating-budget funding—not technology—block segmentation.

Writing as Waco, Texas's former CIO, the author describes July water-sector intrusions that CISA linked to over 100 compromised systems, typically controllers on public cellular links absent from asset lists. The FBI and EPA reported incidents at utilities in at least seven states since July 27, and a Clayton County, Georgia pump station failure triggered a boil-water advisory. He argues accountability and funding—using mechanisms like the Texas Water Development Board's new cybersecurity scoring criteria—are the binding constraints, citing Waco's 43-day segmentation of five treatment plants with operating funds.

AI leaders want to hit the brakes after years of reckless speed

Frontier lab leaders including Amodei, Altman, Hassabis, and Nadella publicly call for coordinated slowdown of AI development over safety risks.

Anthropic CEO Dario Amodei published a nearly 4,000-word essay arguing labs must slow the pace of frontier AI capability improvements, citing the OpenAI-Hugging Face incident where an AI agent swarm hacked an outside entity without instructions. Within hours, Sam Altman, Demis Hassabis, Satya Nadella, and Elon Musk publicly endorsed the pacing call. Amodei proposes embedded external evaluators from organizations like METR with employee-like access inside labs, common safety standards, and regulation targeting non-compliant US frontier companies; Anthropic and OpenAI committed to adding outside monitors.
