An Evidence-First Multi-LLM Framework for Auditable Critical-Infrastructure Dependency Modeling

Evidence-first multi-LLM framework builds auditable critical-infrastructure dependency graphs while preserving provenance and unresolved cases.

The framework constructs Infrastructure Knowledge Bases and Infrastructure Dependency Graphs from heterogeneous infrastructure documentation using multiple open-weight LLMs that independently extract candidate entities and dependencies from normalized evidence. It separates evidence verification, ontology grounding, entity resolution, dependency alignment, validation, fusion, and human review, projecting the validated IKB deterministically into the IDG without new LLM-generated knowledge. Evaluation across nine infrastructure projects shows entity recovery achieves substantially higher recall than full dependency recovery, and cross-model overlap is much lower for dependencies than entities, indicating models often produce non-overlapping candidate assertions rather than stable consensus.

OpenAI Announced $1B in Defensive Tools for Water Utilities

OpenAI announced Daybreak for Frontline Defenders on September 3, 2026, committing $1 billion in product credits and subsidized access to its Daybreak cyber models, training, and technical support for under-resourced defenders. Priority access goes to water and wastewater utilities, electric grid operators, state and local governments, community banks, nonprofits, and open-source maintainers; around 2,000 organizations already use Daybreak, which includes Daybreak Blue and Daybreak Red tiers. The program includes an MS-ISAC pilot, the Daybreak Defense Network with 35+ partner products (including HackerOne), and publication of OpenAI's Defense Factory automated vulnerability discovery architecture; it launched the same day OpenAI shipped a model it internally classifies as Critical for cyber capability.

Russian data centers face new security requirements amid Ukraine's drone threats

A new Russian decree tightens critical-infrastructure security requirements, forcing data center operators to boost physical and digital defenses amid Ukrainian drone attacks.

A decree signed by President Putin in late August lets the Russian government temporarily take control of critical infrastructure, including data centers, if operators fail to protect facilities from drone attacks. Russia hosts 181 data centers, many concentrated around Moscow and St. Petersburg, areas increasingly exposed to Ukrainian long-range drone operations. Lawmakers call for investigation into impact of CISA staffing cuts

Democratic lawmakers asked the GAO to investigate how CISA's roughly one-third workforce reduction affects its mission and critical-infrastructure protection.

Democratic lawmakers led by House Homeland Security ranking member Bennie Thompson asked the Government Accountability Office to examine how recent staffing cuts at CISA affect its ability to protect critical infrastructure and respond to cyber and physical threats. Nearly 1,000 CISA employees have been fired or quit since the Trump administration began, and acting director Nick Andersen plans to hire 300. The letter also flags the FY2027 budget proposal to eliminate nearly 900 additional positions and cut more than $700 million from the agency. CISA has had no confirmed director since Jen Easterly departed, and GAO confirmed it received the request.

AI-fueled attacks pose ‘active threat’ to water, other sectors, U.S. agencies warn

NSA, CISA, FBI, DOE and EPA warn hackers are using AI-generated scripts to actively attack Siemens S7 PLCs across critical-infrastructure sectors.

A joint cybersecurity advisory from the NSA, CISA, FBI, Department of Energy and EPA warns of an active threat campaign targeting water, food, energy, chemical, manufacturing and commercial facilities via Siemens S7 Series programmable logic controllers. The actors use internet scanning to find exposed or poorly protected PLCs, then deploy AI-generated exploitation scripts disguised as legitimate monitoring tools, an OT first that dramatically lowers the expertise required for ICS attacks. Siemens says no new S7 vulnerabilities are involved, only exploitation of misconfigurations, and it is coordinating with CISA's ProductCERT. The warning follows a joint FBI-EPA advisory confirming attacks at water and wastewater utilities in at least 12 states since July 27.

Philippine Nuclear and Naval Targets Hit by Suspected Chinese Operator

Suspected Chinese-speaking operator breached Philippine nuclear research and naval supplier systems via ownCloud CVE-2023-49103 and WordPress CVE-2024-28000.

Hunt.io found an exposed staging server containing custom Python scripts, logs, and stolen data documenting intrusions against a Philippine nuclear research body and a marine engineering company serving the Philippine Navy. The actor exploited an ownCloud authentication bypass (CVE-2023-49103) using empty-secret pre-signed WebDAV URLs and a LiteSpeed Cache plugin flaw (CVE-2024-28000) to gain WordPress admin access, also guessing passwords against XML-RPC with rockyou.txt. Roughly 9 GB was referenced as stolen from the nuclear agency, including reactor databases, radiation-safety records, and staff passport data; Simplified Chinese labels suggest a Chinese-speaking operator.
