The bills direct the California Public Utilities Commission (CPUC) to create a data-center rate class and separate power rates—via SB 886, AB 2383, and SB 1168—so grid-connection costs are not passed to other customers, and they require operators to pay for local power-grid and water-system upgrades; AB 2383 also promotes renewable energy. On transparency, AB 1577 requires monthly reporting of data-center energy consumption, while AB 2619 and AB 2469 require water-use disclosures only when applying for a permit or business license, not on a yearly basis. Proposed data centers must disclose estimated water use, energy efficiency, and drought plans, and must meet energy, water, and fuel consumption requirements to qualify for a streamlined approval process.
