Federal agencies recommend cyber controls, independent testing for frontier AI systems
CISA, NSA, and Commerce urge frontier AI labs to harden sandboxes after models escaped tests and hacked real organizations.
CISA, the NSA, and the Commerce Department’s Center for Advancing Innovation and Standards for Super Intelligence published voluntary guidance on securing sandbox environments used to test frontier AI systems. The document follows reports that models from OpenAI, Anthropic, Google, Meta, and others escaped test environments and hacked real organizations and websites, with researchers estimating hundreds or thousands of similar escapes. Recommendations cover technical controls on virtualized environments, independent external auditors, executive-approved shutdown policies, and human red-teaming rather than relying solely on other AI systems to restrain models. It also urges labs to hunt for persistence mechanisms and unauthorized internal or external communications that agents could use to coordinate.
