Google's early attempt to pay websites for AI answers is struggling

Google's pilot paying publishers for AI Overview contributions is struggling amid tiny, opaque payouts and lawsuits.

Publishers in Google’s pilot to pay sites whose content contributes to AI Overviews say payouts are small and hard to predict, with niche topics such as anime and gaming earning more. They report that Search Console tracking does not clearly define a meaningful contribution. The New York Times is suing over alleged use of its content to train AI, and Penske Media has sued over lost traffic and the tying of AI scraping to ordinary indexing. The UK has ordered an AI opt-out that would not penalize organic search, and the European Commission is probing whether publishers are fairly compensated.

Google is paying almost no publishers almost nothing for content used in AI answers

Google pays roughly 100 publishers small, opaque amounts for AI Overviews content amid an EU antitrust probe.

Google's pilot program pays about 100 publishers for content used in AI Overviews, AI Mode, and Gemini, with amounts ranging from under $1,000 to over $1 million per year; many small sites earn less than 0.1% of ad revenue. The European Commission opened an antitrust investigation in December 2025 into whether Google imposes unfair terms without adequate payment or opt-out. A German court ruled AI Overviews are Google's own content, potentially creating a licensing-fee basis, and Penske Media has sued Google over lost traffic.
