CISA warns Hitachi Energy SOI 2.0.0–2.2.0 has an authenticated ActiveMQ code-injection flaw, CVE-2026-34197 (CVSS 8.8).
CISA advisory ICSA-26-279-04 describes an authenticated remote code execution flaw in the Apache ActiveMQ component of Hitachi Energy SOI versions 2.0.0 through 2.2.0. CVE-2026-34197 (CVSS 3.1 8.8, CWE-94) lets an attacker invoke Jolokia exec operations so a crafted discovery URI loads a remote Spring XML context and runs arbitrary code. Hitachi Energy patch EP2 upgrades the SOI Core broker to ActiveMQ 5.19.5 and OpenJDK 11. CISA’s SSVC lists exploitation as none; the product is deployed in the energy sector worldwide.

Improper Input Validation, Improper Control of Generation of Code ('Code Injection') vulnerability in Apache ActiveMQ Broker, Apache ActiveMQ used in SOI product. Apache ActiveMQ Classic exposes the Jolokia JMX-HTTP bridge at /api/jolokia/ on the web console. The default Jolokia access policy permits exec operations on all ActiveMQ MBeans (org.apache.activemq:*), including BrokerService.addNetworkConnector(String) and BrokerService.addConnector(String). An authenticated attacker can invoke these operations with a crafted discovery URI that triggers the VM transport's brokerConfig parameter to load a remote Spring XML application context using ResourceXmlApplicationContext. Because Spring's ResourceXmlApplicationContext instantiates all singleton beans before the BrokerService validates the configuration, arbitrary code execution occurs on the broker's JVM through bean factory methods such as Runtime.exec().

Vendor fix
Apply the patch SOI EP2, which upgrades the ActiveMQ version (JMS message broker) for the SOI Core to version 5.19.5. EP2 is a cumulative patch that covers previous EP1 patch. EP2 also upgrades the SOI management scripts to the latest version and installs an upgraded OpenJDK version 11 to run ActiveMQ MESSAGE BROKER in the newer JRE. It also upgrades the ActiveMQ client libraries installed in the WildFly module.

General Mitigation Factors
Recommended security practices and firewall configurations can help protect a process control network from attacks that originate from outside the network. Such practices include that process control systems are physically protected from direct access by unauthorized personnel, have no direct connections to the Internet, and are separated from other networks by means of a firewall system that has a minimal number of ports exposed, and others that have to be evaluated case by case. Process control systems should not be used for Internet surfing, instant messaging, or receiving e-mails. Portable computers and removable storage media should be carefully scanned for viruses before they are connected to a control system. Proper password policies and processes should be followed. Recommended Practices
