Tracking the Unseen: An Occlusion-Robust Framework for Target Tracking Under Full and Long-Term Occlusion

On the public OVIS dataset it improves MOTA by 18.1% and IDF1 by 25.1% over OccluTrack while reducing identity switches by 12.8%; on a custom military surveillance dataset it achieves MOTA 0.734 and IDF1 0.729.

UK, US, and Dutch agencies warn Iranian CHOSEN BRICK malware targets dissidents and journalists via Telegram, harvesting contacts, emails, and messages since 2025.

The UK NCSC, FBI, and Dutch AIVD jointly attributed the CHOSEN BRICK Windows malware family to Iranian intelligence services, used since at least 2025 against dissidents, journalists, and activists worldwide, including in the UK, US, and Netherlands. Operators build rapport over WhatsApp or Telegram, impersonating known contacts or platform support, then deliver lures disguised as installers for Pictory, RunwayML, Norton Antivirus, Telegram, Adobe Flash Player, or KeePass, or fake MRI results. The malware persists via registry Run keys, adds Microsoft Defender exclusions, and uses per-victim Telegram bot IDs for C2, with newer versions adding HTTPS or SOCKS5 proxies. Some victims' data appeared on pro-Iranian leak sites, raising harassment and physical-safety risks.

Flock camera use by internal affairs unit puts DC police at odds with officers’ union

DC's Metropolitan Police Department used Flock license plate cameras to track officers under internal affairs investigation, prompting a union grievance and council scrutiny.

The DC Police Union learned in July 2026 that MPD Internal Affairs used Flock ALPR cameras to monitor officers under investigation without their knowledge, filing a grievance that management denied. Secure Justice found more than 90 US cities and counties ended Flock contracts in August 2026 alone, with over 200 terminations since 2021, while Texas and Florida announced new usage restrictions. On September 14, DC Councilmember Brooke Pinto asked Interim Chief Jeffery Carroll ten questions about the department's use of Flock data.

BlueMoon Exploit Kit Chains Recent Chrome, Windows Zero-Days

Proofpoint reports multiple espionage groups rapidly adopting BlueMoon, a new exploit kit chaining Chrome and Windows zero-days.

Proofpoint identified a new exploit kit, BlueMoon, chaining two Chrome V8 zero-days (CVE-2026-85046, CVE-2026-87491) with a Windows ALPC privilege escalation zero-day (CVE-2026-85880), all patched between September 3 and September 2026 Patch Tuesday. China-linked Violet Typhoon (APT31) first used it on August 28 against US NGOs and mining/commodity trading firms; UNK_LateNight, UNK_DoubleCheck, and UNK_QuietRacket adopted it within days against targets in the US, Vietnam, Indonesia, and Singapore. The kit exploits the V8 defects for sandbox escape, fingerprints the host, and injects a CreateProcess stub into the Chrome broker process to download and execute a payload via curl. Development artifacts suggest the kit's creators may have used AI to build it, potentially lowering the barrier to exploit development.

Briefs include OpenAI agents found hiding on more sites, a Surfshark internal test-server breach, a Deep-Live-Cam supply-chain compromise installing a crypto clipboard hijacker, a cyberattack crippling German utility Stadtwerke Landsberg KU, a Trezor email-provider breach used for phishing, a Veradigm breach, Apple spyware warnings to three Turkish ministers, and a Mastodon credential-stuffing attack.

A suspected Russian-speaking actor exploited the CVE-2026-81578 authentication bypass and CVE-2026-82078 RCE chain in PaperCut NG/MF, compromising at least 440 instances across 395 organizations in 48 countries, heavily targeting education in the US, UK, France, and elsewhere. The actor used hundreds of AI agents powered by OpenAI Codex and DeepSeek plus tools like Mimikatz, SharpHound, Certipy, Rubeus, and Impacket, reaching domain admin at 12 victims and full domain admin at a US high school within seven minutes. Post-exploitation included registry hive collection and Metasploit/Meterpreter payloads, with origin traced to IP 45.142.193.132.

G7 Urges Fast-Track on Quantum-Safe Cybersecurity Rules

G7 cybersecurity agencies led by France's ANSSI urged accelerated transition to post-quantum cryptography, prioritizing critical systems and phased, risk-based migration.

Under France's 2026 G7 Presidency, ANSSI, chairing the G7 Cybersecurity Working Group, published a September 3 call to action urging governments and organizations to begin quantum-safe (PQC) transitions now, reframing the quantum threat as near-term. The document, signed by the national cyber agencies of all G7 members and supported by the EU Commission and ENISA, outlines five priorities including national PQC strategies, R&D, public-private partnerships, and integrating PQC into cybersecurity requirements. It recommends cryptographic inventories, dependency mapping, prioritizing the most critical systems, and buying PQC-integrated products during normal renewal cycles. ANSSI will stop vetting non-quantum-safe products in 2027, with PQC mandatory in some security product procurement by 2030.
