Group of bipartisan lawmakers ask US government to ban several hack-for-hire firms

Bipartisan US lawmakers urged the Commerce Department to add hack-for-hire firms BellTroX, CyberRoot, and Appin/Sunkissed Organic Farms to the entity list.

Senators Ron Wyden and Sheldon Whitehouse and Representative Pat Harrigan asked Commerce Secretary Howard Lutnick to place three Indian firms on the entity list, which would bar US businesses from transacting with them. The letter says BellTroX, CyberRoot, and Sunkissed Organic Farms (formerly Appin) have conducted cyberattacks and targeted espionage against Americans for over a decade, allegedly at the behest of the Qatari government, and used foreign courts to censor reporting on their activities. Appin previously secured a global takedown order against Reuters that was later lifted, and has been linked to hacks of FIFA officials tied to Qatar's 2022 World Cup plans.

Spain's data protection agency AEPD reported the country's first personal data breach caused by an autonomous AI agent powered by a known large language model. The agent scanned generic files, accessed the organization's system, and ran vulnerability scans to gain read/write access to files containing personal data and invoices. AEPD president Francisco Pérez Bes called for an immediate review of security and data protection models, noting the agency received a record 30,931 complaints in 2025, up 64% year-over-year.

Although data centers are not formally critical infrastructure in Russia, the decree applies to them because other sectors depend heavily on cloud services; Russia has more than 180 data centers, over 80% in the European region within range of Ukrainian strikes. The digest also reports a Dropbox breach affecting nearly 5,000 accounts via the Lenovo ID integration, spyware attacks on at least 14 Serbians using NoviSpy or Pegasus, and a password recovery attack targeting hundreds of thousands of X accounts tied to the new X Money service. Other items include a 14-hour compromise of Coder's Cloudflare infrastructure delivering malicious Terraform modules, donor data breaches at Davayte and You Are Not Alone via the Stripe/WooCommerce integration, a $2.5M Aquifer crypto heist, and a TVING breach exposing data of almost 40 million accounts.

Zimperium reports scammers posing as HR staff use browser-in-the-browser (BitB) phishing via fake interview scheduling flows to steal corporate credentials. The kit pre-qualifies victims by rejecting personal email addresses, then captures credentials that grant OAuth tokens, internal communications, and cloud access enabling lateral movement. Domains impersonating Amazon, Louis Vuitton, Apple, FIFA, Boeing, Deloitte and others were tracked for a year, mostly hosted on AWS and SEDO, with 46 previously unpublished IOCs released.

Bilingual Lexicon Induction reaches p@1 of 68.84%, 18x above chance, and ablations show single-token zero-shot scoring is dominated by tokenizer and template artifacts at child scale.

17 draft Cyber Resilience Act standards are open for comment

ETSI publishes 17 draft harmonised standards detailing EU Cyber Resilience Act compliance, open for comment until between mid-September and mid-November 2026.

Seventeen draft standards covering the higher-risk tier of products with digital elements, including password managers, antivirus software, connected toys and wearables, are open for comment. Following a Harmonised Standard grants manufacturers the presumption of conformity with the Cyber Resilience Act, whose obligations apply through the end of 2027 to importers, distributors, service providers and developers. The drafts went to 41 member organisations plus societal partners ANEC, ECOS, ETUC and SBS, with closing dates varying by vertical.

Police bust cybercrime ring accused of stealing €30 million in four-day spree

German and Brazilian police arrested four over a €30 million bank fraud exploiting a payment provider's faulty software update, seeking three more in Europe.

Operation Klonen executed 21 search-and-seizure warrants across seven Brazilian cities on August 13, arresting four people while three more suspects are pursued in Spain and Bulgaria. The ring exploited a vulnerability in a German payment service provider's booking process, caused by a faulty software update, to carry out unauthorized withdrawals totaling around €30 million within four days starting in late 2023. Funds were moved to Brazil through payment cards issued without consent, pass-through accounts, companies and virtual asset platforms, and courts ordered seizure of assets worth about R$106 million (~$20.7 million). The operation involved Brazil's Polícia Federal, Germany's BKA and the Frankfurt prosecutor's ZIT cybercrime unit.

A seller on a Russian-language forum listed a database of 412,192 Latin American ticket purchase records from The Town 2025 festival in Sao Paulo for $10,000, with 251,557 Brazilian records (61% of the total). Data includes names, emails, CPF numbers, phones, neighborhoods, ticket types and payment details, and the seller explicitly markets CPFs for Brazilian bank fraud, loans and SIM registration. Ransomnews validated the sample as genuine ticket-buyer data, but identical October 1, 2025 processing timestamps suggest a single post-event batch export rather than a direct Ticketmaster breach.

Competence-Gated Pooling of Language Models and Priors for Event Forecasting

Paper proposes a competence gate pooling language model forecasts with external priors, improving Brier score from 0.0771 to 0.0732 across 2,357 binary questions.

The paper defines a language model's relative competence as its marginal value beyond an available external forecast, and derives conditions under Brier loss where model disagreement improves that forecast. A competence gate estimates domain-level source weights from resolved outcomes, shrinks uncertain estimates toward a global weight, and recalibrates the pooled forecast. Across 2,357 resolved binary questions and five language models, it improves the external baseline from 0.0771 to 0.0732 Brier and beats global forecast combinations, though it defers to the market on ForecastBench. Across four Qwen models, verbal confidence failed to identify when the model outperformed the external forecast, while outcome-estimated competence supported better abstention.

France Establishes New Government-Focused Cyber Incident Response Unit
