EmDash adopts Clef; Cloudflare ships multimodal Clef-omni

EmDash now screens every listing in its AT Protocol plugin registry with Cloudflare's Clef decision model before a plugin can appear in the catalog. Clef scores metadata, links, icons, and screenshots for phishing, impersonation, scams, offensive content, and moderation evasion; a probability of 0.45 or higher is sent to a human, and the model cannot block a plugin by itself. In EmDash's checks, Clef matched the expected decision on all 63 runs of 21 public text fixtures, with p95 text-moderation latency of 1.64 seconds, and it passed all 37 live plugin profiles and 43 listing images, while a model called Jev underperformed the prior baseline. On 2026-10-09 Cloudflare announced open-weight Clef-omni, which scores text, images, audio, and video in one API call using a frozen Qwen3-Omni-30B-A3B-Instruct backbone, LoRA adapters, and schema-constrained scoring, with weights on Hugging Face. Cloudflare reports median latency of about 130 milliseconds for text and about 1.5 seconds for a 21-second video with audio, and says Clef is faster while Clef-flash is priced below TypeSafe's Jev. Those latency figures are not directly comparable: EmDash reported a 1.64-second p95 for its Clef text moderation, whereas Cloudflare reported medians for Clef-omni.
