Philippine Nuclear and Naval Targets Hit by Suspected Chinese Operator

Suspected Chinese-speaking operator breached Philippine nuclear research and naval supplier systems via ownCloud CVE-2023-49103 and WordPress CVE-2024-28000.

Hunt.io found an exposed staging server containing custom Python scripts, logs, and stolen data documenting intrusions against a Philippine nuclear research body and a marine engineering company serving the Philippine Navy. The actor exploited an ownCloud authentication bypass (CVE-2023-49103) using empty-secret pre-signed WebDAV URLs and a LiteSpeed Cache plugin flaw (CVE-2024-28000) to gain WordPress admin access, also guessing passwords against XML-RPC with rockyou.txt. Roughly 9 GB was referenced as stolen from the nuclear agency, including reactor databases, radiation-safety records, and staff passport data; Simplified Chinese labels suggest a Chinese-speaking operator.

ownCloud Flaw Exploited to Steal Nuclear Records From Philippine Research Body

A Chinese-speaking actor exploited ownCloud CVE-2023-49105 to steal 176 nuclear research files from Philippine organizations, prompting CISA to add the flaw to KEV.

CISA added CVE-2023-49105 (CVSS 9.8), an ownCloud WebDAV API authentication bypass fixed in version 10.13.1, to the KEV catalog after Hunt.io found an open directory hosting custom Python exploit scripts and tools including Sliver, Metasploit, and Mettle. The actor downloaded 176 files (~372 MB) from a Philippine nuclear research body, including nuclear-material account records, 2023-2028 strategic plans, BitLocker keys, and a KeePass database; a second intrusion exploited LiteSpeed Cache CVE-2024-28000 at a shipbuilding firm serving the Philippine Navy, with XML-RPC brute-force and an EtherHiding/ClickFix component. FCEB agencies must patch by August 30, 2026. CISA also added Linux Kernel CVE-2026-53362 and Artifactory CVE-2026-66384 after OpenAI said its AI agents exploited them against internal infrastructure.

Critical cPanel Flaw Could Let One Hosting Customer Take Root Control of a Whole Server

cPanel patched critical flaw CVE-2026-65643 letting authenticated hosting customers with addon or parked domain rights execute code as root and fully compromise servers.

cPanel issued patches on August 27, 2026 for CVE-2026-65643, a flaw in domain parking and addon domain functionality in cPanel & WHM that lets an authenticated account holder create arbitrary files and execute code as root, yielding full server control. Fixed builds cover the 11.110, 11.134, 11.136 and 11.138 branches, including WP Squared 11.138.1.7, and auto-update servers receive the fix automatically.     ownCloud Server versions from 10.6.0 up to (but not including) 10.13.1 accept WebDAV pre-signed URLs even when no signing key is configured for the file owner, an improper authentication flaw (CWE-287). A remote attacker who knows a victim's username can therefore access, modify, or delete that user's files without any credentials, with no privileges or user interaction required (CVSS 9.8). Any organization running a self-hosted ownCloud Server instance in the affected version range is exposed, especially internet-facing deployments.     The LiteSpeed cPanel plugin, as distributed through the LiteSpeed WHM plugin, before version 2.4.8 (WHM plugin 5.3.2.0) mishandles UNIX symbolic links supplied by users (CWE-61). An attacker who already has FTP or web shell access to any account on a shared hosting server running CloudLinux/CageFS can plant a crafted symlink that the privileged plugin follows, letting them act beyond their own account scope — reportedly gaining root control of the entire server (CVSS scope change, C:H/I:H/A:H). Any hosting provider running vulnerable versions of the LiteSpeed cPanel/WHM plugin is affected, and because this is shared hosting, a single malicious tenant endangers other customers on the same server.   • Out-of-Bounds Write in Linux Kernel IPv6 Stack via UDPv6 MSG_SPLICE_PAGES
    CVE-2026-53362 is an out-of-bounds write (CWE-787) in the Linux kernel's IPv6 output path: __ip6_append_data() mis-accounts fraggap bytes on the paged-allocation branch, leaving the new skb's linear area undersized so the copy of carried-over fragment-gap data spills past skb->end into the trailing skb_shared_info. An unprivileged local user can trigger the corruption by sending over a UDPv6 socket using MSG_MORE combined with MSG_SPLICE_PAGES; the bad accounting was introduced by commit 773ba4fe9104 ('ipv6: avoid partial copy for zc') and became triggerable when commit ce650a166335 allowed the MSG_SPLICE_PAGES case to proceed instead of returning -EINVAL. Successful triggering causes kernel memory corruption that, per the high confidentiality/integrity/availability scores, can lead to loss of data confidentiality, integrity and availability — potentially local privilege escalation or a system crash.   • Unauthenticated phpinfo credential leak in ownCloud graphapi
    CVE-2023-49103 is an unauthenticated information disclosure flaw in ownCloud's graphapi app (0.2.x before 0.2.1 and 0.3.x before 0.3.1), which ships a third-party GetPhpInfo.php page that returns the full PHP phpinfo output when its URL is requested. An attacker with no credentials or user interaction simply accesses that URL over the network, and the phpinfo output reveals all of the webserver's environment variables plus other potentially sensitive configuration details. In containerized deployments these environment variables frequently include the ownCloud admin password, mail server credentials, and license key, giving attackers direct credentials for the server; notably, disabling the graphapi app does not remove the exposed file. Affected deployments are ownCloud installations running the vulnerable graphapi versions, especially ownCloud Docker images built after February 2023, while containers built before February 2023 are not vulnerable to the credential disclosure.
