CISA Urges Service Providers to Provide Transparent Updates During Major IT and OT Outages

CISA and FBI issued guidance urging service providers to deliver timely, transparent communications during major IT and OT outages.

CISA, with the FBI and international partners, released 'Communicating Under Pressure: Best Practices for Service Providers', urging providers to prepare crisis-communication procedures, provide timely status updates during IT/OT outages, and maintain out-of-band communication channels. The guidance warns that disruptions to telecom, cloud, energy, and water services can cascade across critical infrastructure. It aligns with CISA's CI Fortify initiative supporting IT/OT isolation and recovery.

NIST and CISA finalize playbook to stop token theft and forgery

NIST and CISA finalized NIST IR 8587, a playbook helping federal agencies and cloud providers defend identity tokens against theft and forgery.

The finalized NIST IR 8587 guidance covers protecting token signing keys, verifying tokens, lifetimes, revocation, session management, and dividing security responsibilities between cloud providers and customers. It cites an incident in which foreign actors forged tokens with a stolen commercial signing key to steal more than 60,000 emails from one government agency. It also recommends extending token protections to AI agents and preparing identity systems for a future post-quantum cryptography transition.

China-Based Artificial Intelligence Companies Conducting Industrial-Scale Distillation Campaigns Against U.S. AI Companies

NSA, CISA, and FBI warn DeepSeek, Alibaba, and other Chinese AI firms ran industrial-scale distillation of U.S. frontier models, threatening U.S. AI leadership.

A joint NSA, CISA, and FBI Cybersecurity Advisory (AA26-251A) says China-based firms DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun, and Z.AI extracted billions of tokens from U.S. frontier models including Claude, GPT, Gemini, and Grok, likely with Chinese government knowledge. Campaigns running since at least late 2024 used native APIs, cloud providers, third-party aggregators, gray-market proxy "transfer stations", and shared premium subscriptions to bypass geographic restrictions, evade safeguards, and violate providers' terms of use. The agencies recommend detecting anomalous prompts, accounts, and usage patterns; subtly altering responses to suspected distillers; and cross-organization intelligence sharing. They also call DeepSeek's publicly cited $5.6M training cost misleading because it excludes data acquired through distillation.

Communicating Under Pressure: Best Practices for Service Providers

CISA, FBI, and international partners issued guidance on crisis communications for service providers during IT and OT outages, emphasizing clarity, transparency, and backup channels.

CISA, the FBI, and international partners published guidance on planning and executing clear, timely, audience-appropriate communications during IT and OT service outages, whether caused by cyber threat actors, human error, or natural hazards. The guidance stresses clarity, accountability, and transparency, and warns that outages at one organization can cascade across interconnected systems. It recommends critical infrastructure owners assume telecommunications may be unreliable and integrate backup communication methods into crisis plans, and points to CISA's CI Fortify initiative for OT isolation and recovery resources.

Protecting Tokens and Assertions from Forgery, Theft, and Misuse: Implementation Recommendations for Agencies and Cloud Service Providers

NIST and CISA publish final interagency report with implementation guidance for protecting tokens and assertions from forgery and misuse.

CISA released a final NIST/CISA interagency report guiding federal agencies and cloud service providers on protecting identity assertions, access tokens, and cryptographic mechanisms underlying modern authentication and authorization. It addresses forgery, theft, and misuse of signed tokens that adversaries use for lateral movement and data access in hybrid and multi-cloud, SSO, federation, and API-based environments. The final version updates token validation, secrets management, and detection-at-scale guidance gathered via the Joint Cyber Defense Collaborative, and supports Executive Order 14306 and Secure by Design principles.

Chinese AI firms are siphoning capabilities from American models, CISA warns

CISA, NSA and FBI warn Chinese AI firms including DeepSeek and Moonshot AI extracted billions of tokens from US frontier models via distillation campaigns.

A joint CISA, NSA and FBI advisory says China-based firms including DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun and Z.AI have run industrial-scale knowledge distillation campaigns against US frontier models such as Claude, GPT, Gemini and Grok since at least late 2024, likely with Chinese government knowledge. The campaigns used gray-market API proxies called transfer stations, premium account pools and traffic routing to bypass restrictions, evade safeguards and exfiltrate billions of tokens used to train models like DeepSeek R1/V3 and Kimi. The agencies challenge DeepSeek's reported $5.6 million training cost and recommend identity verification, usage monitoring, response variation, differential privacy and indicator sharing as defenses.

Android 17 Adds OS-Wide ECH to Hide Website Visits From Network Providers

Google announced Android 17 will enforce OS-wide Encrypted Client Hello with ECH GREASE, plus Certificate Transparency by default and carrier 2G disablement.

Google announced Android 17 network security protections headlined by OS-wide support for Encrypted Client Hello (ECH), with ECH GREASE enabled by default so connections to non-ECH servers look identical. Google's Jigsaw noted OkHttp has integrated ECH, letting third-party Android apps adopt the standard. The release also enforces Local Network Protection permission prompts, enables Certificate Transparency by default, and lets carriers turn off 2G by default to prevent downgrade attacks, rogue base stations, and SMS blasters. ECH was previously added to Chrome 117 and Firefox 118 at the browser level only.

AWS Certificate Manager sets 2027 end date for email-validated certificate renewals

AWS Certificate Manager will phase out email validation for public certificates during 2027, requiring migration to DNS validation before September 30, 2027.

AWS Certificate Manager will stop offering email validation in new Regions on January 1, 2027, discontinue it for new certificate requests on March 31, 2027, and stop renewing email-validated certificates on September 30, 2027. This precedes the CA/Browser Forum's March 15, 2028 deadline ending email-based domain validation for publicly trusted certificates. AWS is updating the UpdateCertificateOptions API so customers can switch to DNS validation in place while retaining the certificate ARN, with Route 53 support for creating required CNAME records.
