Whistleblower says USPS deploying new, ‘untested’ IT systems governing mail

A whistleblower alleges USPS is rushing untested IT systems that could reject thousands of mail-in ballots ahead of the 2026 midterm elections.

A whistleblower complaint released by Sen. Richard Blumenthal says USPS is deploying three new, largely untested IT systems — including the Federal Ballot Mail Portal — that could reject entire ballot batches over single scan errors. The systems were developed in weeks without standard testing or interoperability checks, and USPS allegedly continued work despite court injunctions against its rule changes. House Oversight Democrats demanded USPS halt implementation, and election experts warn the design could lead to new lawsuits and mass ballot denials.

Outsider Phishing Kit Survives Takedown With 700 New Pages

Group-IB found the Outsider phishing kit kept generating 700+ new phishing pages within a month of Operation Ghost Hook's takedown.

Group-IB linked the Outsider Phishing Kit, operated by a threat actor known as ChenLun, to more than 100,000 phishing pages across 54+ countries between December 2025 and May 2026. After the FBI, Google, and Lumen's Black Lotus Labs seized core admin servers, a Shopify storefront, about $100,000, and thousands of domains under Operation Ghost Hook in June, over 700 new phishing domains appeared within a month. The kit offered 267 templates, adversary-in-the-middle MFA interception, WebSocket-based live operator communication, and SMS delivery via a Telegram affiliate ecosystem with more than 5,000 subscribers.

Risky Bulletin: Expired cards can be used for new transactions

Researchers show expired Visa contactless cards can be revived via NFC man-in-the-middle relay to run fraudulent transactions; roundup also covers major breaches.

University of Massachusetts Amherst researchers built an NFC man-in-the-middle rig that updates a card's expiration date in transit and relays the modified payment to POS terminals, reviving expired contactless cards; Visa terminals and the backends of all five banks studied failed to catch the manipulation. The same roundup reports Iranian hackers shut down a small UK power plant for four days, Lazarus breached South Korea's Presidential Office as part of a campaign exceeding 100 victims, and French telecom SFR suffered a breach affecting over 2.1 million customers.

Supreme Court denies Trump request to allow USPS mail ballot changes

Supreme Court denied the Trump administration's emergency request to implement USPS mail ballot changes before the 2026 midterms, calling it arbitrary and capricious.

The U.S. Supreme Court rejected 7-2 the Trump administration's petition to change how the U.S. Postal Service handles mail-in ballots for the 2026 midterm elections. Justice Ketanji Brown Jackson wrote the administration was unlikely to succeed, while Justice Brett Kavanaugh cited unreasonably short timelines for state election officials. The blocked executive order would have required USPS citizenship verification, barcode tracking of ballot envelopes, and DHS-compiled "State Citizenship Lists"; a whistleblower alleged a rushed effort to install three restrictive IT verification systems. Justices Alito and Thomas dissented, arguing states and organizations lacked standing.

Trump Targets Foreign Technology in New U.S. Power Grid Security Order

Trump's Executive Order 14420 declares a national emergency to restrict foreign-made bulk-power grid equipment over cyber, sabotage and supply-chain risks.

Executive Order 14420, signed August 26, declares a national emergency regarding the foreign supply of bulk-power system electric equipment to the United States. It empowers the Energy Secretary to restrict transactions with designated Covered Foreign Entities involving equipment, software, firmware, digital services, maintenance services, and remote-access capabilities. Covered equipment includes transformers, generators, inverters, RTUs, PLCs, intelligent electronic devices, and protective relays, with transmission rated 69 kV or higher in scope while local distribution is excluded. Already-installed foreign equipment may be subject to identification, isolation, monitoring, or replacement requirements, with phased compliance and pre-qualified vendor exemptions permitted.

US, Britain to coordinate on scam center takedowns

The US and UK signed an MOU to jointly investigate Southeast Asian scam compounds behind fraud that stole over $12 billion from Americans last year.

The DOJ and UK's National Crime Agency and Crown Prosecutor signed a memorandum of understanding on Thursday for parallel investigations and information sharing on scam centers, largely run by Chinese gangs using human trafficking victims in compounds across Myanmar, Cambodia, and Laos. The Scam Center Strike Force, with more than 150 personnel from the FBI, IRS, and US Postal Inspection Service, leads the effort; the FBI says cyber-enabled fraud accounted for almost 85% of reported losses, with over $12 billion stolen from Americans last year. An in-person disruption event with private industry partners is planned in London in early October. The initiative follows sanctions on Prince Group and a roughly $15 billion bitcoin seizure linked to its CEO Chen Zhi.

Trump Memo Paves Way for U.S. Firms to Hack and Disrupt Foreign Crime Groups

Trump White House memo directs NCC to build a program within 60 days authorizing vetted U.S. companies to conduct cyber surveillance and effects operations against foreign criminal groups.

A new White House memorandum instructs the National Coordination Center to establish, within 60 days, a program letting vetted private-sector companies, under federal oversight, conduct cyber surveillance operations (accessing sensitive data without authorization) and cyber effects operations (disruption, degradation, or destruction) against foreign Transnational Criminal Organizations. Targets are groups conducting cyber-enabled crime against U.S. government, persons, or interests that are not institutionally part of a foreign government. Companies must stop operations exceeding approved parameters, run minimization procedures, and alert the NCC, which notifies the Department of Justice. The fact sheet cites an estimated $20.8 billion in reported U.S. consumer losses to cyber-enabled crimes, and experts note legal and security risks since existing laws prohibit private companies from offensive cyber without court authorization.

The Collective Cyber Defense letter wrote your next vendor questionnaire

Op-ed argues the 200-company Collective Cyber Defense letter's three endorsed metrics should become standard vendor procurement questions.

More than 200 companies including Microsoft, Google, AWS, CrowdStrike, Anthropic and Okta signed an August 27 open letter calling for faster cyber defenses against AI-enabled attacks. The letter endorses three measurable metrics: coverage, containment speed, and verified remediation. The author turns those into five concrete procurement questions buyers should pose at vendor renewals, while noting the letter contains no deadlines, dollar figures or measurable targets.

US military disabled ad tracking on troops’ devices following reports of targeted attacks

US DoD disabled ad tracking on troops' devices after foreign adversaries targeted service members using commercially bought location data.

Per letters shared with Senator Ron Wyden, the Army, Air Force, Navy, Marine Corps, and Special Operations Command disabled advertising IDs on iPhones, Android devices, and Windows computers across the federal military enterprise. The protections rolled out earlier in 2026, with the Air Force implementing changes in July, to prevent adversaries from exploiting app-derived location data sold through data brokers. Wyden warned that personal devices brought onto military bases could still expose troops and facilities, and noted the intelligence community and FBI buy such data without warrants.

FCC proposes public scorecard to rate telecoms on anti-robocall efforts

The FCC proposed a public scorecard rating telecoms' anti-robocall effectiveness and removed 14 providers from US networks for compliance failures.

The Federal Communications Commission issued a public notice proposing a scorecard that would assess how effectively retail voice providers, including wireless, wireline and VoIP, prevent illegal robocalls, drawing on Robocall Mitigation Database filings, consumer complaint and enforcement data. The agency stressed it is not a rulemaking imposing new requirements, and it is seeking comment on scope, such as whether to focus on larger providers. The same day, the FCC removed 14 providers from the Robocall Mitigation Database for non-compliance, effectively requiring other US providers to block their traffic within two days.
