Post-quantum cryptography adoption and the national security implications

Opinion analysis argues quantum computing favors nation-state espionage, leaving lagging post-quantum adoption at critical infrastructure exposed to harvest-now-decrypt-later attacks.

A CSO Online opinion piece argues that the extreme cost and infrastructure requirements of quantum computers will concentrate cryptographically relevant quantum capability among nation-states and a few corporations, favoring espionage and economic espionage over criminal monetization. It highlights harvest-now-decrypt-later risk to long-lived secrets, expert warnings such as Filippo Valsorda's, and diverging CRQC timelines with Google suggesting possibly 2029. The piece predicts governments, banks, and targeted sectors will adopt PQC first while utilities, small hospitals, and local government lag, widening exploitable gaps in critical infrastructure reminiscent of Salt Typhoon-style access.

Four Nation-State Actors Used the Same Chrome Zero-Day Exploit Kit Within 12 Days

Proofpoint reports four nation-state actors, mostly China-nexus, adopted the BlueMoon Chrome and Windows zero-day exploit kit within 12 days, targeting US organizations.

Proofpoint tracked an exploit kit dubbed BlueMoon that chains CVE-2026-85046, a Chrome V8 type-confusion bug, with an unnamed V8 sandbox escape and CVE-2026-85880, a Windows kernel privilege escalation using ALPC and the Windows Notification Facility. The first observed use was by China-nexus TA412 (APT31, Violet Typhoon, JungleBamboo) on August 28, 2026 against US NGOs, mining companies, and commodity trading firms, followed by UNK_LateNight targeting US aerospace and defense companies on September 2. Both V8 bugs were patch-gap zero-days: the fix was committed to Chromium on August 7 but reached stable Chrome on September 3, enabling rapid weaponization from public patches. TA412's post-exploitation payload, GemStone, is a malicious browser extension posing as an AI-powered Google Gemini companion that captures keystrokes, cookies, screenshots, and browsing history via a Cloudflare Worker C2.

A review paper frames on-policy self-distillation collapse as governed by three levers: token weighting, privileged information, and guidance decay.

The paper critically reviews On-Policy Self-Distillation (OPSD), where a language model trains on its own generations scored token-by-token by a teacher conditioned on privileged information such as reference solutions or environment feedback. It identifies collapse, the progressive narrowing of producible reasoning paths, as the dominant failure mode and analyzes it through three levers: signal weighting, the nature of privileged information, and teacher dynamics. The review is restricted to mathematical reasoning, reports no new experiments, and offers a shared vocabulary separating settled findings from disputed ones.

Two flaws, CVE-2026-20274 and CVE-2026-20279, are rated CVSS 9.8 (critical) and involve lifetime resource control issues that can enable unauthenticated remote code execution with root access; the other five are rated 8.2-8.8 and cover buffer overflows, access control failures, and out-of-bounds access. All IOS XR releases including IOS XR7 are affected regardless of configuration, no workarounds exist, and remediation requires software maintenance upgrades (SMUs) or fixed releases 26.2.2/26.3.1. Cisco says the flaws are not known to be actively exploited, but experts urge immediate patching of internet-facing and core routing systems, citing parallels with Salt Typhoon tradecraft.

Technical Manual for a Toolkit for Measuring Contextual Individuation in Transformer Language Models

An open methodology toolkit measures whether transformer language models contextualize fixed word forms across domains using bridge forms and layer-wise silhouette analysis.

The manual documents an open toolkit built around 'bridge forms' - identical written words recurring across two or more subject domains with a different sense in each - to test whether transformer language models individuate word occurrences by context beyond the embedding layer. It covers declarative specification of bridge forms, Wikipedia corpus acquisition, occurrence localization, layer-wise representation extraction, domain-pairwise silhouette measurement, and visualization, justifying each choice against failure modes such as sense contamination and subword-tokenization misalignment. It is a methodological and implementation reference and reports no empirical results.

UK government seeks powers to secretly block risky tech suppliers

UK amendments to the Cyber Security and Resilience Bill would let ministers secretly ban risky tech suppliers across critical sectors.

The UK government published amendments to the Cyber Security and Resilience Bill creating 'vendor-related directions' that allow ministers to order companies in critical sectors to stop buying from a supplier, restrict its products, or remove installed equipment on national security grounds. The powers extend beyond telecoms to managed service providers, data centers, digital infrastructure and the energy, water, transport and health sectors, adapting the mechanism used to restrict Huawei in UK 5G while removing some transparency safeguards. Ministers would not have to publicly name the vendor, could withhold details on national security or commercial grounds, and could bar recipients and consultees from discussing the orders, though the government would report annually to Parliament on directions issued. The amendments will be considered at committee stage in the House of Lords in September.
