The EU CRA's Real Question: What Shipped, and When Did You Know?

ActiveState argues the EU CRA's 24-hour ENISA exploit-notification duty, effective September 11, 2026, makes current SBOMs and provenance visibility a legal necessity.

An ActiveState essay warns that the EU Cyber Resilience Act's reporting obligations take effect on September 11, 2026, requiring manufacturers of products with digital elements sold into the EU to notify ENISA within 24 hours of learning a vulnerability is actively exploited, with a fuller report within 72 hours. The law's engineering requirements only apply from December 11, 2027, leaving a visibility-first runway, and Article 13 requires the SBOM to stay current unlike one-time artifacts generated under US Executive Order 14028. The author contrasts the 24-hour notification clock with an industry-average 55 days to remediate high or critical vulnerabilities and recommends automated SBOM regeneration or consuming pre-vetted, attested open source components.

ENISA: Frontier AI Is Changing the Speed of Cyberattacks. Europe Needs to Catch Up

ENISA warns frontier AI compresses attack lifecycles to minutes, with exploits possible within 15 minutes of disclosure and median 72-minute breach-to-exfiltration times.

ENISA's July 2026 paper 'ENISA's view on Cybersecurity in the Frontier AI Era' argues AI-assisted attackers may weaponize vulnerabilities within 15 minutes of disclosure and achieve initial-access-to-data-exfiltration in a median 72 minutes, creating a 'negative time-to-exploit' problem. The report cites one organisation whose CVE volume rose from roughly 80 in Q1 2025 to almost 500 in Q1 2026, then about 500 reports per day when frontier-AI tools were used. ENISA recommends machine-speed defence under 'Cybersecurity as Code', EPSS and VEX-based prioritisation, AI-assisted incident response with human oversight, and an assume-breached architecture.

Kimwolf v7 Hides DDoS Traffic Behind Chrome Fingerprints and Ethereum

Unit 42 details Kimwolf v7, an Android TV botnet upgrade using HTTP/2 Chrome-fingerprint DDoS floods and Ethereum ENS-based C2 across 1.8M+ infected devices.

Palo Alto Networks Unit 42 identified Kimwolf v7 on February 3, 2026, an upgrade to an Android TV botnet active since August 2025 and linked to the AISURU botnet, which has infected over 1.8 million devices. The new version adds an HTTP/2-based DDoS flood that mimics full Chrome browser fingerprints, consolidates 43 attack commands into 15 methods covering layers 3-7, and resolves C2 addresses via Ethereum Name Service using five hard-coded public blockchain RPC endpoints, backed by a Tor hidden service and a local proxy on 127.0.0.1:23075. It spreads through residential proxies to Android TV boxes with ADB enabled on port 5555 and masquerades as netd_service. The botnet is associated with the record 31.4 Tbps DDoS attack in November 2025.

NIS2 compliance: Fixing IAM and access control before the 2026 audit

EU NIS2 enforcement deadlines approach; organizations are urged to prioritize service account inventory, lifecycle offboarding, and phishing-resistant MFA before audits.

EU member states are moving from NIS2 transposition into enforcement, with fines up to 10 million euros or 2% of global turnover for essential entities and personal liability for management bodies. The article argues access management is the fastest high-ROI starting point, estimating 2-4 weeks to enforce fine-grained password policy, vault shared credentials, and deploy phishing-resistant MFA versus 6-12 months for supply chain risk management. It flags three common pre-audit failures: unmanaged service accounts and API keys, dormant accounts from broken offboarding, and SMS OTP instead of phishing-resistant MFA under NIST SP 800-63B. The piece promotes Passwork as a single control plane for credential storage, RBAC, and WebAuthn.

Retrospectively Reverse-Engineering Apple's Neural Engine

A developer reverse-engineers Apple's M1 Neural Engine architecture, mapping compute cores, MAC datapaths, and schedulers to explain the NPU's decline as transformers displaced CNN workloads.

A developer who previously maintained a reverse-engineered Linux driver for Apple's Neural Engine (ANE) published a retrospective deep dive mapping the M1 ANE's full internal architecture: compute, datapath, scheduler, memory, and execution model. The M1 ANE has 16 compute cores with 128 FP16 (or 256 INT8) MAC lanes each, totaling 2048 parallel MAC lanes, using 32-bit Q16.16 fixed-point accumulation with FP16 readout and an accumulator that saturates at 2^15. The author argues the ANE's dataflow was architected around the predictable reuse patterns of 2017-era CNN workloads (dating to the A11 Bionic), which autoregressive transformer decode broke, limiting its usefulness for general ML. With Apple's M5 folding ANE cores into GPU cores to tout LLM performance, the post frames this as the beginning of the end for the standalone NPU.

UK cyber bill targets AI users, not the vendors building it

Rejected amendments included requirements for AI vendors to demonstrate red lines such as evading human oversight, and last-resort powers to shut down a datacenter or widely deployed AI system during emergencies. The bill instead extends the NIS 2018 regime to managed service providers, datacenter operators and designated critical suppliers, imposing duties on regulated organizations rather than technology providers.

CIA Deputy Director Michael Ellis said at the Billington Cybersecurity Conference that cyber operations built the intelligence picture that let US special operations forces locate and apprehend Nicolás Maduro within four minutes of landing during Operation Absolute Resolve. He cited the elevation of the Center for Cyber Intelligence to a full mission center as key to aligning resources around the cyber mission. The agency also created a Directorate of Mission Systems and cut its technology acquisition cycle from two to three years to a six-month target, completing more than 400 purchases within that period. Ellis said AI brings unprecedented speed and scale to cyber operations and analysis.
