Re: Retrospective by 'gpg.fail' authors

oss-security follow-up to a gpg.fail authors' retrospective argues that GnuPG's unmaintained, forgotten code is a security liability and should be deleted.

On the oss-security mailing list, Soatok Dreamseeker responds to a retrospective published by the gpg.fail authors, asking why unmaintained code is retained and stating that forgotten, unmaintained code is a liability and effectively unmaintained by definition. The visible reply addresses Werner Koch and concerns GnuPG code maintenance. No specific CVE, flaw, or exploitation is described in this snippet.

Safety for Whom? Boundary-Aware Self-Distillation for Controlled LLM Safety Refusal

A self-distillation safety framework tunes narrow-boundary refusals in Qwen3-8B, raising target-domain refusal to 84.75% while cutting over-refusal from 15.20% to 5.20%.

The paper formulates narrow-boundary safety, where deployments need refusals within specific topics rather than whole subjects, and proposes an offline self-generated framework with controlled topic generation, escalating retries, and harmful-benign boundary pairs. On political persuasion with Qwen3-8B, the method raised target-domain refusal from 9.47% to 84.75% and cut the mean unsafe-response rate across three broader benchmarks from 26.26% to 0.14%. Verified target-model responses reduced over-refusal from 15.20% to 5.20%, and boundary-pair data cut comply-side over-refusal on held-out pairs from 32.94% to 4.16%. Results show data composition controls the safety-usability trade-off and alignment should be evaluated on both sides of the refusal boundary.

CONTINUITY: Security-Context Contracts for Composable LLM Agent Controls

Researchers introduce CONTINUITY, a framework of assume-guarantee contracts that preserves LLM agent security context across components, verified across 2,560 attack instances.

The paper identifies security-context discontinuity, where individually sound controls drop, widen, or reinterpret security context as actions cross component boundaries, and proposes CONTINUITY, a framework of assume-guarantee contracts using signed root grants, provenance commitments, role-bound transition receipts, and effect-bound execution permits. It formalizes end-to-end consequence integrity, requiring every external effect to be backed by a valid authorization witness linking principal, task, provenance, and policy state. A reference verifier and cross-layer fault-injection suite covering 32 fault classes showed the full configuration committed no harmful external effect across 2,560 parameterized attack instances while completing all 700 benign tasks and escalating all 200 ambiguous cases.

Safe Meta-Reinforcement Learning via Information Space Reachability

Safe meta-RL framework reasons about safety in information space, learning a safety value function used for safety filtering and constrained policy optimization.

The paper proposes safe meta-RL that reasons about safety in information space, capturing both physical state and the agent's belief over the underlying task. A safety value function measures the probability of avoiding unsafe regions indefinitely and satisfies a self-consistency condition and Bellman equation, making it learnable via meta-RL. The resulting algorithm uses the learned function for safety filtering and constrained policy optimization, with effectiveness demonstrated on meta-RL benchmarks.

HazardAuditor: From Executable Threats to Safer Computer-Use Agents

HazardAuditor trains execution-grounded guard models for computer-use agents, improving safety verdict accuracy by up to 16.5 points.

HazardAuditor runs heterogeneous agents (Claude Code, Codex, Hermes, OpenClaw) in controlled environments and normalizes their interactions into a canonical event representation for cross-framework supervision. It introduces Guard Policy Optimization (GuardPO), which converts deterministic safety outcomes into sequence-level advantages and normalizes rationale and verdict regions so the safety decision becomes the effective optimization unit. Across multiple benchmarks and heterogeneous computer-use systems, HazardAuditor improves accuracy by up to 16.5 percentage points over the strongest prior guard model. Code, models, and evaluation artifacts are being released.

SCHERI: Provably Secure Speculation Under the Constant-Time Policy for CHERI (Extended Version)

Researchers formally prove existing CHERI speculation proposals leak secrets and present SCHERI, a processor design with end-to-end Spectre-resistant constant-time guarantees.

The paper builds a formal framework reasoning jointly about capability safety, speculative execution, and information-flow security on CHERI architectures. It demonstrates that existing secure-speculation proposals fail to preserve constant-time confidentiality guarantees and can transiently leak isolated secrets. The authors present SCHERI, a new processor design formally proven to provide end-to-end secure speculation for the constant-time policy, resilient to Spectre attacks.

Refuse without Refusal: A Structural Analysis of Safety-Tuning Responses for Reducing False Refusals in Language Models

Study shows training LLMs on refusal rationales instead of boilerplate refusal statements reduces false refusals while maintaining safety performance.

The paper decomposes safety-tuning responses into a boilerplate refusal statement and an explanatory rationale, finding that refusal statements push models to rely on superficial cues and misjudge benign queries as harmful. Training solely on rationales reduces false refusals while maintaining comparable safety performance, and the benefits carry over to in-context learning configurations and remain compatible with inference-time mitigations. The results argue for precisely curated, fine-grained safety supervision datasets when aligning LLMs.

New TCG guidance gives buyers a way to test PQC-ready TPM claims

Trusted Computing Group published PTP 1.07-based requirements defining PQC-ready and PQC-upgradable TPM designations to guide buyers assessing quantum-safe hardware.

The Trusted Computing Group published requirements establishing PTP 1.07, based on TPM 2.0 Library Specification Version 1.85, as the baseline for a 'TCG PQC-ready TPM', and defined a second designation, 'TCG PQC-upgradable TPM', for chips that can be upgraded to that support. The guidance lets buyers request vendor evidence that TPMs meet end-to-end post-quantum requirements for identities, attestation, and hardware-anchored trust rather than single-algorithm compliance. TCG also announced plans to extend its certification programs to certify TPMs meeting PTP 1.07, noting that 90% of businesses still lack a formal PQC roadmap.

The gpg.fail aftermath: On responsible disclosure, GPG, and the state of security in 2026 [32:37]

A conference talk recounts GPG vulnerability disclosures, notes several GnuPG flaws remain unpatched, and demonstrates novel bugs live.

A researcher who disclosed multiple GnuPG vulnerabilities before 39c3 in December 2025 reports that several flaws, including one allowing spoofed PGP signatures, remain unpatched. Memory corruption in the basic PGP message parser was properly fixed, but GnuPG maintainer Werner Koch declared a widely-used feature 'harmful' instead of patching it. The talk presents additional novel GPG vulnerabilities and commentary on responsible disclosure and LLMs in security.

Perturbation Probing: A New Diagnostic for the Fragility of LLM Safety

Unit 42 research shows LLM safety refusals concentrate in a thin neural layer, motivating external, multi-layered AI security controls.

Palo Alto Networks Unit 42 introduces Perturbation Probing, a diagnostic technique for measuring the fragility of LLM safety mechanisms. The research finds that safety refusal behavior is localized within a thin neural layer, implying small perturbations can undermine built-in refusals. The authors argue this motivates external, multi-layered security defenses on top of model-internal safety training.

Securing Claude Code: The New Compliance API, Local Visibility, and Identity Governance

Anthropic's new Compliance API endpoints expose Claude Code local session transcripts, highlighting governance gaps for endpoint AI agents.

Anthropic added local session transcript endpoints to its Compliance API on August 11, 2026, giving security teams visibility into prompts, bash commands, file operations, and MCP commands run by Claude Code harnesses on endpoints. The article argues local harnesses break the classic shared-responsibility model, citing Token Security data that 68.6% of discovered AI agents run on endpoints, and a Cloud Security Alliance survey of 418 IT and security professionals in which 82% found an unknown agent within the past year. It outlines three governance layers: Anthropic managed settings as a policy baseline, the Compliance API for cloud-visible transcripts, and endpoint telemetry to connect agent activity to identity, credentials, and permissions.

Access Control as Verified Parse Constraints

Researchers verify a class of EverParse validators that correctly enforce access-control policies, deploying a machine-checked enforcement gate on seL4.

The paper targets enforcement-code bugs in commercial security gateways by proving that forward-only, backtrack-free EverParse validators are verified recognizers for a bounded finite-state class that includes access-control decision functions with fixed-offset fields and bounded disjunction. Encoding a bounded policy language into a fixed-size byte buffer allows an SMT solver to verify the enforcement code once, covering all byte values, policies, requests, and sessions. Editing rule content over a fixed endpoint set requires no new proof, while adding endpoints reruns the toolchain. A deployment on the seL4 microkernel ensures every request passes through the gate and unverified components cannot corrupt the enforcement chain.

Signed Rescue Routing: Harm-Aware Cascades for Efficient LLM Inference

Signed Rescue Routing improves LLM cascade efficiency by predicting when a larger model actually corrects a smaller one rather than uncertainty.

Signed Rescue Routing (SRR) is a budgeted cascade method that separately predicts rescues and regressions when escalating from a small to a large model, ranking requests by their signed difference. The authors prove this signed conditional gain is Bayes-optimal under a fixed escalation budget and add only a lightweight two-head router needing small-model output statistics at deployment. Evaluation with Qwen3-4B and Qwen3-8B on MMLU, HellaSwag, and ARC-Challenge shows better accuracy-compute tradeoffs than entropy routing and learned error predictors.

RobResilience: Implementing and Evaluating a Resilience Framework for Cyber-Physical Embodied Systems

RobResilience implements a runtime resilience framework for robots in Webots/ROS2, evaluating tolerable disruption, degradation, and mitigation feasibility across eight attack scenarios.

The paper implements a formal resilience framework for embodied cyber-physical systems using a PR2 robot and ROS2 in a Webots simulation. At runtime it evaluates three predicates — tolerable disruption (δ), tolerable degradation (γ), and mitigation feasibility (μ) — over a compromised device set derived from IDS confidence scores, triggering mitigation strategies when resilience is lost. Eight attack scenarios systematically covering the full predicate state space confirm runtime behavior matches theoretical definitions. The work addresses 'graceful failure paralysis,' where autonomous systems cannot distinguish safe degraded states from catastrophic hazards during attacks.

TIER: Threat Implicitness Benchmark for Evaluating LLM Safety Behaviors

TIER benchmark shows LLM safety behaviors shift gradually across threat implicitness levels, with jailbreaks exposing the largest robustness gaps.

The TIER benchmark evaluates LLM safety behaviors across four risk domains and four threat levels, from explicit harmful requests to sophisticated jailbreaks, using a six-label behavior scale and two independent LLM judges. Experiments on six open-weight LLMs show safety behaviors evolve gradually across threat levels rather than flipping from refusal to compliance. Models with similar Attack Success Rates can exhibit distinct response distributions, arguing for behavior-aware safety evaluation.

Trusting-Trust Attack against an Entire Linux Distribution (via the strip utility)

ArXiv paper shows the trusting-trust compiler backdoor technique can compromise an entire Linux distribution via the strip utility.

The paper (arXiv 2607.24888) demonstrates that Ken Thompson's trusting-trust attack, long viewed as a compiler-specific threat, can backdoor an entire Linux distribution by targeting the strip utility. A compromised tool reproduces its backdoor in subsequent rebuilds of itself, generalizing the attack surface beyond compilers. The finding has supply-chain implications for build reproducibility and distribution trust, though it is a research result with no observed real-world exploitation.

One in four MCP servers opens AI agent security to code execution risk

Noma Security whitepaper finds most popular AI Skills and many MCP servers carry high-risk capabilities, with state changes most prevalent.

Noma Security analyzed hundreds of popular MCP servers and Skills across eight risk categories, finding most widely used Skills carry at least one risky characteristic and a typical enterprise runs well over a hundred high-risk agent tools, with arbitrary code execution common across MCP servers. The most prevalent risk is the ability to change state or data, and named toxic combinations include ContextCrush data leakage, ForcedLeak via poisoned Salesforce CRM records, DockerDash supply-chain compromise, the Replit production database deletion, and the hijacked Amazon Q VS Code extension. Building on OWASP LLM06:2025, the paper proposes the No Excessive CAP framework of capabilities, autonomy, and permissions, recommending allowlisting, MCP version pinning, approval gates on irreversible actions, and user-scoped expiring credentials.

An Empirical Analysis of CodeQL False Positives and Query Refinements for Java Vulnerabilities

Study of 167 Java CVE instances finds CodeQL false positives follow recurring patterns; query refinements remove 81.8% of reviewed ones.

Researchers ran CodeQL's Java security query suite on 167 CVE instances from 110 projects, manually reviewing 500 sampled false-positive paths and building a five-category taxonomy led by Missed Path Constraint or Sanitization (36.6%), Benign Execution Context (29.4%), and Missing Trust Boundary Modeling (27.6%). Guided by the taxonomy, query-level refinements removed 81.8% of reviewed false positives and 15.8% of reported paths across the selected queries while retaining 7 of 8 true positives. To address generalization, agentic coding tools given the refinement patterns as templates adapted them to new projects successfully in 56% and 62% of tasks, versus 28% without guidance.

Fresh-Challenge VDF Attestations for Model-Relative Response Latency

Fresh-Challenge VDF Attestations bind verifiable delay functions to unpredictable public challenges, yielding succinct evidence of model-relative response latency.

The paper specifies FCLA, a protocol composition that binds a VDF to an unpredictable public challenge, a message, and independently auditable release/receipt records. Under explicit assumptions about VDF sequentiality and a calibrated bound on an adversary's sequential evaluation rate, an accepted transcript is inconsistent with post-challenge generation. A benchmark of the public reference implementation confirms the expected evaluation-versus-verification separation on one documented machine. The contribution is a protocol design analysis, not a new VDF construction.

CertiFlash: A Formal Verification Framework for Flash Translation Layers in Computational Solid State Drives

CertiFlash provides machine-checked formal verification of SSD flash translation layers, proving isolation, integrity, and ownership invariants to prevent tenant data leaks.

CertiFlash is an open-source formal verification framework for Flash Translation Layers (FTL) in computational SSDs, mechanized in the Rocq proof assistant. It shows that a faulty FTL can corrupt device state at five surfaces (e.g., leaking data between tenants or dropping integrity tags), demonstrated on a DaisyPlus OpenSSD. Designers prove once that every operation of a general FTL model preserves a global invariant covering mapping, isolation, integrity, ownership, and allocation; new designs need only discharge five hypotheses. Across four case studies, added effort was 27-3,231 lines against a 16,489-line framework.

A new open standard locks AI weights to approved hardware

OPAQUE releases Weight Custody Manifest, an open standard keeping AI model weights encrypted until receiving hardware cryptographically attests to builder-specified conditions.

OPAQUE, a confidential computing company, released the Weight Custody Manifest (WCM) standard as a developer-preview specification with a Python SDK and a public test suite of 91 cases. WCM keeps model weights encrypted until the receiving infrastructure proves via CPU/GPU attestation that it matches builder-signed conditions, and decryption access can be revoked later if conditions change. OPAQUE says it ran the attestation exchange on an NVIDIA H100 and on AMD and Intel confidential servers hosted on Azure and Google Cloud, with two independent SDK builds producing identical output across 5,948 files. The public quickstart only exercises protocol logic on synthetic evidence and skips GPU cryptographic verification, and the standard cannot distinguish an authorized key from one physically extracted from hardware.

USN-8770-1: SimpleSAMLphp vulnerabilities

Ubuntu patches SimpleSAMLphp signature validation and XXE flaws enabling user impersonation, privilege escalation, and information disclosure.

Ubuntu security notice USN-8770-1 fixes multiple SimpleSAMLphp vulnerabilities. CVE-2019-3465 stems from incorrect cryptographic signature validation in XML messages, allowing an authenticated attacker to impersonate users or gain elevated privileges; it only affected Ubuntu 16.04 LTS and 18.04 LTS. CVE-2024-52596 involves improper handling of external entities when parsing untrusted XML, allowing a remote attacker to obtain sensitive information, and did not affect Ubuntu 24.04 LTS. An additional flaw in signature verification for SAML messages using the HTTP-Redirect binding is also addressed.

"They don't care about this": A Systematic Study of TEE Build Reproducibility in the Wild

91% of 115 surveyed TEE deployments across Intel SGX, TDX, and AMD SEV fail to provide reproducible builds needed for verifiable remote attestation.

A systematic study of 115 TEE deployments found 91% were not reproducible and 80% lacked both source code and a reference build, undermining remote attestation guarantees. Interviews with 12 developers of 50 Intel SGX projects confirmed that only one participant treats reproducibility as a development priority. The authors identify technical barriers such as embedded timestamps plus ecosystem-level issues like lack of build-environment control in multi-stakeholder projects, and call for holistic, committed reproducibility practices.

G7 Urges Fast-Track on Quantum-Safe Cybersecurity Rules

G7 cybersecurity agencies led by France's ANSSI urged accelerated transition to post-quantum cryptography, prioritizing critical systems and phased, risk-based migration.

Under France's 2026 G7 Presidency, ANSSI, chairing the G7 Cybersecurity Working Group, published a September 3 call to action urging governments and organizations to begin quantum-safe (PQC) transitions now, reframing the quantum threat as near-term. The document, signed by the national cyber agencies of all G7 members and supported by the EU Commission and ENISA, outlines five priorities including national PQC strategies, R&D, public-private partnerships, and integrating PQC into cybersecurity requirements. It recommends cryptographic inventories, dependency mapping, prioritizing the most critical systems, and buying PQC-integrated products during normal renewal cycles. ANSSI will stop vetting non-quantum-safe products in 2027, with PQC mandatory in some security product procurement by 2030.
